Minutes of Meeting
Town of Monson-Board of Assessors
Wednesday, December 27, 2006
Meeting convened at 4:00 p.m.
In attendance:  Russell Bressette, Chairman

                Diane Hildreth, Principal Assessor

The minutes from the December 12, 2006 meeting was approved.

The Assessors review and approved 2-Elderly statutory exemptions and 1- Veteran’s exemption.  Also signed was the FY2007 actual Real Estate tax warrant in the amount of $44,462,736.72 and the FY 2007 actual Personal Property tax warrant in the amount of $99,332.79. Also signed were three Additional Tax Due to Revision of Valuation warrants and one Notice of Divided Assessment on Real Estate Subsequently Divided along with the Notice of Divided Assessments.

The board approved excise abatements from four calendar years totaling $881.23.

The board discussed the recent visit from Mike Blake, representative from Tighe & Bond regarding preliminary estimates on updating the maps for the town.  Blake reviewed the current deteriorating maps, the maps captured in tif files and current Arcview software.  If our current maps work with the MASSgis coordinates our update might not be as big of an undertaking as originally thought.  A warrant article will be submitted for the annual town meeting in the spring.     

FY 2008 revaluation is fast approaching and the board will need to hire a consultant to review the commercial, industrial and personal property accounts.   This office plans to follow the same procedure as the in the past revaluation years.                              

After discussing information provided for impending warrant articles for the upcoming town meeting the following motions were made and seconded:

1.      A warrant article to increase the Clause 41C exemption to $750; increase the single & married maximum incomes to $15,000 and $20,000 respectively; and increase the total maximum assets for single and married to $30,000 & $35,000 respectively.  
2.   A warrant article to implement a CPA application deadline to be filed with the Board of
      Assessors on or before December 15 or 3 months after actual (not preliminary) tax bills are    
      mailed for the fiscal year if later.
3.      To see if the Town will raise and appropriate or transfer from available funds a sum of money to update the Town of Monson maps as recommended by the Department of Revenue.

Discussion for the budget for the upcoming fiscal year brought up long range planning such as a car for field inspections, fire-proof safe, and possible computer upgrades.  This will be pulled together to be submitted no later than January 17, 2007.

Forms of List will be mailed for the upcoming fiscal year as a courtesy to all personal property accounts.  Attached will be a note stating in the future the form of list can be download off the website or picked up at the assessors office.

All other correspondence since the last meeting was reviewed.
