Meeting November 23, 2005
Meeting opened: 4:09 pm

Read minutes of October 26th   meeting. Motion to accept,  Approved.

Signed chapter land denials, personal property abatements & bill schedule.

Met with Mrs. Florence Berube at 4:15 to discuss chapter land size and survey discrepancies.
Discussion ensued.  
Mrs. Berube provided a survey of her land that predated the one that was filed with the registry.  It was essentially the same as the one on file except for a property line showing metes and bounds separating the house parcel from the remaining land.  This lot was included in the acreage of parcel A on the original survey and had no delineating property line.  The recorded plan had the same total acreage with the house area being designated as parcel A-1.  It was determined that the recorded plan had the same total acreage and information but should have had A-1 lot listed separately with its acreage being removed from the so-called lot A.  The decision to amend the land approved for chapter 61B was made.  Mrs. Berube will receive a new approval letter and the information will be corrected in the computer.

Office policy discussion.
Time sheet-monthly report will be done by Kelli in the form of time sheets.

Russell Bressette would like to see an office policy for dealing with disgruntled people/taxpayers.  The Board will send a memo to the Board of Selectmen to see whether a policy for the town has been created that we should be using.  If there is none the Board of Assessors will create a procedure for the Assessors’ office.

David Royce will work on the Education policy.

The Board members will each take a copy of the evaluation form for Assessor’s position home to fill out and review to be discussed at the next meeting of the Board.

Kelli has not had time to work on the discretionary motor vehicle abatement policy because of the time involved in setting the tax rate.

Discussion of overlay release to overlay surplus.
List of overlay surplus was provided by the Town Accountant.  Motion to make it a policy to review the overlay surplus annually for the purpose of releasing surplus on an annual basis.  Current release will include all years prior to Fiscal 2003.  Motion by David Royce 2nd by Gary DePace, So voted.

Kelli will ask the selectmen to meet to conduct the annual Classification Hearing for the setting of the Fiscal 2006 tax rate on either the 1st or 2nd of December.
