Community Preservation Meeting Minutes March 4, 2014

The regularly scheduled meeting of the Monson Community Preservation Committee was called to order by Chairwoman Leslie Duthie at 7:00PM.
Members in attendance: Chairwoman Leslie Duthie, Michael Benfield, Robert Presho, Karen King, Tamara Cabey and Michael Arbour.
The meeting minutes from February 4, 2014 meeting did not need approval as there was not a quorum.
Letters of resignation were accepted from Bill Skillman and Michael Benfield. Ms. Duthie stated that she has sent copies to the selectmen with a request for letters of interest for at-large replacements.
Agenda Items Discussed
Review application from the Monson Methodist Church
Mr. Bill Flowers and Mr. Leo Hood from the Methodist Church attended the meeting to discuss their application for funds to paint the church. Quotes from Painter’s Pride were reviewed. The company recommended painting be ground to the wood. A discussion of what is considered historic preservation ensued. Grinding versus hand sanding in regard of preserving the original wood was discussed. There was also a discussion of lead paint remaining if the paint was not taken down to the wood.
Ms. Duthie requested that Mr. Bud Killam from Painter’s Pride attend the upcoming April 1st meeting to discuss the process of restoring the church per historic preservation guidelines. A suggestion to speak to Mr. Mike Wales, who worked on the American Legion, for his thoughts on the matter. Ms. Karen King made a motion to wait until the April meeting to vote on the church application, which Mr. Robert Presho seconded. The motion passed.
Review application from the Monson Bellman
The Monson Bellman submitted an application requested monies to replace fluorescent lights. This request did not fall under the historic preservation guidelines and the application was withdrawn by the Bellman.
Memorial Hall
Memorial Hall is looking to the CPC for the remaining monies to complete the window project. Dan Laroche will be working with Ms. Tamara Cabey on a grant for additional monies. A motion was made by Mr. Michael Benfield to appropriate the additional funds to continue moving the project along. Mr. Michael Arbour seconded the motion. The motion was passed. A letter to Ms. Debi Mahar to appropriate the final $64,142 was signed.
Housing Funds
Regarding funds available for housing, Ms. Karen King stated that the Senior Center preferred not to be involved in people’s financial concerns.
Cemetery application
An application was submitted by the Monson Cemetery Commission in regard to the stone walls of the Hillside Cemetery. Phase 1 of the project has been completed and additional funds have been requested to continue the repairs. Ms. Duthie had asked Mr. James Duggan to attend this meeting, however he was unavailable. There was some confusion of what is still in need of repair. Ms. Duthie will request a map and a quote for the areas in need of repair. Hillside Cemetery will be represented at the April 1st, 2014 meeting.
With nothing to vote on, Ms. King made a motion to adjourn at 8:17pm. The motion was seconded by Mr. Presho, voted unanimously. Next meeting scheduled for April 1, 2014.
