Community Preservation Meeting Minutes January 7, 2014

The regularly scheduled meeting of the Monson Community Preservation Committee was called to order by Chairwoman Leslie Duthie at 7:03PM.
Members in attendance: Chairwoman Leslie Duthie, Michael Benfield, Bill Skillman, Robert Presho, Karen King and Michael Arbour.
Agenda items reviewed:
Review and approve minutes from November meeting
Due to clerk interviews during the November meeting, there were no minutes to approve.
Meet new clerk, go over procedures as needed
It was decided that all meeting minutes are to be saved. The clerk will also organize the current CPC files.
Ms. Duthie stated that the Kuehn Community Preservation Awards will be held January 14, 2014.
Approve and sign bill schedule/s
Bills approved and paid: Architectural Insights, Kofile, Leslie Duthie for supplies and Memorial Hall life safety issues
Review ongoing projects - Memorial Hall
A discussion of expenses for the Memorial Hall Project included providing funding for “historic” versus life saving issues. The CPC had previously approved $171,250 for this project.
A question of what the Monson Arts Council will provide. Ms. Duthie stated that the Arts Council will provide money toward dealing with the asbestos curtain. Any updates on the Arts Council web page and/or press releases were okay but Ms. Duthie has requested that she be notified first.
There is also the issue of electricity outside the building and that Paul Demaio was doing a lot of the work.
Ms. Duthie then put forward the motion to release 100,000 for bills to repair life safety issues, holding the $71,250 additional funds for doors and electrical work. Mr. Skillman moved to approve the dispersion of funds, Ms. King seconded the motion and voted unanimously. Ms Duthie presented a letter to the Finance Director to disperse funds. It was signed by all members present and added to the bill schedule. The bill schedule was then signed.
A question was raised in regard to the money not used by the Cemetery Commission for a prior project. Ms.Duthie will check guidelines regarding unused CPC funds.
The Committee discussed housing requirements and projects undertaken by the Senior Center. Ms. Duthie stated that E. Beaudreau needs money to repair her porch, but does not qualify for funds from the CPC. The Senior Center had denied her request. The Clerk was asked to get a list of projects - what was done and their costs - from Lori Stacy, Director of the Senior Center and forward the list to Mr. Skillman.
Motion to adjourn at 7:45pm by Mr. Skillman, seconded by Ms. King, voted unanimously. Next meeting scheduled for February 4, 2014 at 7:00pm.
