The original Article set aside money for either a 2.5% pay increase for the Chapter 13 employees who choose not to join a collective bargaining unit or to fund wage increases for any collective bargaining agreement reached by the former chapter 13 employees who ultimately choose to form a collective bargaining unit. The question that has arisen related to the possibility that the amendment to the Article would put the Town at risk for an unfair labor practice charge. Members of the Board of Selectmen had spoken to the Town's labor council earlier in the day.
