  • Chair Wilson called the meeting to order at 7:32 pm in the Carol Blute Conference room.  
  • Chair Wilson lead a recap discussion regarding the budget meetings that were held on February 11th & 13th.
  • On a motion made by Member Turner and seconded by Member Cahill the Warrant Committee voted to increase the Police budget by $69,377 for a total FY 2014 budget of $6,158,358. 9/0/0
  • On a motion made by Member Turner and seconded by Member Cahill the Warrant Committee voted to increase the Fire budget by $36,379 for a total FY 2014 budget of $4,768,035. 9/0/0
  • On a motion made by Member Turner and seconded by Member Nkwah the Warrant Committee voted to increase the DPW budget by $20,478 for a total FY 2014 budget of $4,160,748. 9/0/0
  • On a motion made by Member Hallisey and seconded by Member Nkwah the Warrant Committee voted to increase the Consolidated Facilities budget by $7,866 for a total FY 2014 budget of $620,278. 9/0/0
  • On a motion made by Member Hallisey and seconded by Member Cahill the Warrant Committee voted to increase the Inspectional Services budget by $3,974 for a total FY 2014 budget of $352,312. 9/0/0
  • On a motion made by Member Hallisey and seconded by Member Cahill the Warrant Committee voted to increase the Board of Health budget by $2,999 for a total FY 2014 budget of $184,208. 9/0/0
  • On a motion made by Member Hays and seconded by Member Turner the Warrant Committee voted to increase the Assessors budget by $1,980 for a total FY 2014 budget of $223,572. 9/0/0
  • On a motion made by Member Hays and seconded by Member Nkwah the Warrant Committee voted to increase the Central Business Office budget by $11,484 for a total FY 2014 budget of $350,880. 9/0/0
  • On a motion made by Member Hays and seconded by Member Nkwah the Warrant Committee voted to increase the Information Technology budget by $1,685 for a total FY 2014 budget of $325,888. 9/0/0
  • On a motion made by Member Hays and seconded by Member Hallisey the Warrant Committee voted to increase the Personnel budget by $291 for a total FY 2014 budget of $51,935. 9/0/0
  • On a motion made by Member Hays and seconded by Member Turner the Warrant Committee voted to increase the Planning budget by $17 for a total FY 2014 budget of $32,148. 9/0/0
  • On a motion made by Member Hays and seconded by Member Turner the Warrant Committee voted to increase the Board of Selectmen budget by $3,565 for a total FY 2014 budget of $425, 890. 9/0/0
  • On a motion made by Member Hays and seconded by Member Nkwah the Warrant Committee voted to increase the Town Clerk budget by $3,529 for a total FY 2014 budget of $238, 762. 9/0/0
  • On a motion made by Member Hays and seconded by Member Nkwah the Warrant Committee voted to increase the Treasurer’s budget by $2,432 for a total FY 2014 budget of $327,348. 9/0/0
  • On a motion made by Member Tougias and seconded by Member Hallisey the Warrant Committee voted to increase the Cemetery budget by $9,872 for a total FY 2014 budget of $722,817. 9/0/0
  • On a motion made by Member Tougias and seconded by Member Cahill the Warrant Committee voted to increase the Council on Aging budget by $1,163 for a total FY 2014 budget of $199,334. 9/0/0
  • On a motion made by Member Tougias and seconded by Member Nkwah the Warrant Committee voted to increase the Library budget by $10,524 for a total FY 2014 budget of $1,085,563. 9/0/0
  • On a motion made by Member Tougias and seconded by Member Cahill the Warrant Committee voted to increase the Park and Recreation budget by $5,242 for a total FY 2014 budget of $392,322.  9/0/0
  • On a motion made by Member Cahill and seconded by Member Tougias the meeting minutes of January 24, 2013 were approved. 6/0/3
  • On a motion made by Member Cahill and seconded by Member Turner the meeting minutes of January 28, 2013 were approved. 7/0/2
  • On a motion made by Member Turner and seconded by Member Cahill the meeting minutes of January 31, 2013 were approved. 9/0/0
  • On a motion made by Member Hays and seconded by Member Turner the Warrant Committee voted 9/0/0 to recommend that the Town vote yes to accept the provisions of Chapter 176 of the Acts of 2011 Section 30 which amends Option (d) of Section 12 of Chapter 32 that beginning April 2, 2012 the normal monthly member-survivor allowance provided for under this option to a spouse of a deceased member shall not be less than $500.
  • On a motion made by Member Turner and seconded by Member Cahill the Warrant Committee voted 9/0/0 to recommend that the Town vote yes to accept the provisions of Sections 63, 64 and 65 of Chapter 139 of the Acts of 2012 (FY 13 State Budget Act) all addressing the benefits payable to certain surviving spouses of disabled employees pursuant to Chapter 32, Section 101.  This Act allows for a local option to raise this benefit from $9,000 to $12,000 per year.
  • On a motion made by Member Sorgi and seconded by Member Hays the Warrant Committee voted 9/0/0 to recommend that the Town vote yes to rescind the following authorized unissued borrowings:

  • On a motion made by Member Hallisey and seconded by Member Kelly the Warrant Committee voted unanimously to adjourn at 9:36pm. 9/0/0
