Twenty-fifth Meeting

Present:        L. Walker, M. Zullas, H. Bell, C. Tougias, C. Cahill, M. Mitchell, J. Wilson, J. Powers, T. Hurley, D. Turner, J. Ahonen.

Absent: K. Chase, J. Folcarelli, R. Pathak

The Warrant Committee held their all day Saturday Budget meeting on Saturday the 19th of February 2011.  Department Heads from the Library, DPW, Schools, Fire, Police, IT, Town Accountant, Assessor, Council on Aging, as well as the Parks Commissioner, Chair BOS, Town Administrator & the School Committee; attended, presented and discussed their 2011 budgets.

On a motion made by Member Hurley and seconded by Member Bell, the Warrant Committee voted 11-0-0 to add $255,000 to the town salary budget and $500,000 to the school budget to help fund 2011 wage increases.

On a motion made by Member Hurley and seconded by Member Ahonen, the Warrant Committee voted 11-0-0 to reduce the assessor’s budget by $4,975.

On a motion made by Member Walker and seconded by Member Mitchell and following the acceptance of a friendly amendment by Member Zullas to increase the amount, the Warrant Committee voted 11-0-0 to increase the school budget by $137,307.

On a motion made by Member Hurley and seconded by Member Walker the Warrant Committee voted 11-0-0 to make a $10,000 adjustment to cover future GASB45 costs.

On a motion made by Member Walker and seconded by Member Zullas, the Warrant Committee voted 11-0-0 to increase Police Budget by $50,000.

On a motion made by Member Tougias and seconded by Member Walker and following the acceptance of a friendly amendment by Member Hurley to assign the amount to line item for contractual services, the Warrant Committee voted 11-0-0 to add $12,000 to the Council on Aging Budget.

On a motion made by Member Mitchell and seconded by Member Walker and following the acceptance of a friendly amendment by Member Hurley to increase the amount, the Warrant Committee voted 11-0-0 to add $1,300 towards the postage line item in the Treasurer’s budget.

On a motion made by Member Walker and seconded by Member Hurley, the Warrant Committee voted 11-0-0 to increase the Fire Department budget by $40,000.

On a motion made by Member Mitchell and seconded by Member Walker, the Warrant Committee voted 11-0-0 to increase the Parks Dept budget by $5,000.

On a motion made by Member Ahonen and seconded by Member Turner and following the acceptance of a friendly amendment by Member Walker to increase the amount, the Warrant Committee voted 4-7-0 to increase the Library budget by $30,000.

On a motion made by Member Mitchell and seconded by Member Hurley and following the rejection of a friendly amendment by Member Tougias to increase the amount, the Warrant Committee voted 7-0-4 to increase the Library budget by $15,361.

Member Hurley made a motion seconded by Member Wilson to add $25,000 to the DPW budget for call system. Following discussion, the motion was withdrawn.

On a motion made by Member Hurley and seconded by Member Walker and following the acceptance of a friendly amendment by Chair Innes to reduce the amount, the Warrant Committee voted 11-0-0 to increase the Central Business Office Salary line by $25,000 to fund the Principal Clerk Salary.

On a motion made by Member Turner and seconded by Member Hurley, the Warrant Committee voted 11-0-0 to increase the IT dept line item for equipment by $10,000.

On a motion made by Chair Innes and seconded by Member Hurley, and following the withdrawal of a friendly amendment by Member Tougias to increase the amount, the Warrant Committee voted 10-0-1 to add $500 to board of health reimbursement line item.

On a motion made by Member Mitchell and seconded by Member Ahonen, the Warrant Committee voted 10-1-0 to add $52,384 to the Stabilization Fund.

On a motion made by Member Hurley and seconded by Member Mitchell, the Warrant Committee voted 11-0-0 to adjourn at 4:04 pm.
