FIFTEENTH MEETING

The Chair called the meeting to order at 7:35 PM

A moment of silence was held in memory of Carol Blute.

On a motion made by Secretary Hurley and seconded by  Member Folcarelli  the minutes of 12/19 with were approved 7-0-1.

First order of business was a request for a Reserve Fund Transfer (RFT) in the amount of $16,036 to cover unemployment compensation for November 2007.  A motion was made by Member Keel and seconded by Secretary Hurley for a transfer from the Reserve Fund of $16,036 to pay the unemployment compensation with the Committee voting unanimously in favor.

Chairman Conlon discussed the need for presentations from department heads to the Warrant Committee to be scheduled over the next 4-6 weeks as part of the budget planning process for the May (08) Town Meeting.   The Public Safety subcommittee will makes its presentation on 1/9/08.

The Committee discussed Carol Blute Scholarship including eligibility, criteria, fundraising and the selection committee.  Paula Rizzi has been handling the administration of the scholarship.  To date, $2000 has been contributed.  Ms. Rizzi and Chairman Conlon met with Mary Gormley and Margaret Gibbons of the School Department to ascertain how their scholarship programs are run.   A summary of other scholarships was distributed for the Committee’s review and further discussion.

A 2006 report on the Community Preservation Act (CPA) Study Committee was passed out.   The CPA’s basic proposal allows MA cities/towns to raise local property taxes to acquire and protect open space, preserve historic buildings and landscapes, and create/maintain affordable housing.  The Selectmen intend to submit a warrant article concerning the CPA for the May Town Meeting.

There will be a Blue Hills Regional School Meeting on 1/28/08 for a presentation of the 2009 budget. 

The Committee discussed issues impacting the FY09 budget.

A motion to adjourn was made by Secretary Hurley and seconded by Member Martin with unanimous agreement by the committee at 9:00 PM.

The next meeting will be held on Wednesday, 1/9/08 at 7:30 PM.
