Seventeenth Meeting

The Chair opened the meeting at 7:30 PM.
 
On a motion made by Member Keel and seconded by Member Chase, the minutes of January 9, 2008 were approved 7-0-2.
 
Department of Public Works (DPW) Subcommittee Chair Leroy Walker presented the DPW 2009 budget and questions raised by the Subcommittee.  The Warrant Committee raised further suggestions and Chair Walker will present these questions to Walter Heller.   
 
Secretary Hurley gave a report on a facilities meeting organized by the Town Administrator that he attended last week.  The presentation was made by the Director of Facilities in the Town of Andover.  The Chair reported that the Selectmen are forming a working group to consider consolidated management of the town’s buildings and facilities.
 
The Chair and Secretary reported on a January 10th budget discussion that they had with Chairman of the Board of Selectman Marion McEttrick, School Committee Chairman Beirne Lovely, Town Administrator Kevin Mearn and Assistant Town Administrator Annemarie Fagan.  The Committee discussed issues relating to the FY09 budget.   Secretary Hurley moved that the Committee request department heads to advise the cost of level service and, if necessary, to submit a budget that reflects level service by February 1, 2008.  Member McLaughlin seconded the motion.  Member Walker offered a friendly amendment to the effect that such budget submissions include a narrative in addition to financial da ta.  Secretary Hurley accepted the friendly amendment.  Member Martin offered a friendly amendment to the effect that the Committee advise the Board of Selectmen and the Town Administrator of this request before department heads are contacted.  Secretary Hurley accepted the friendly amendment.  After further discussion, the motion was approved 9-2-1.  The Chair will contact each member of the Board of Selectmen and the Town Administrator.  The Chairman of the Board of Selectmen and the Town Administrator will be invited to the January 16th meeting.  The full Board of Selectmen will be invited to meet with the Warrant Committee on January 23rd to discuss the FY09 budget.
 
The Park Department will meet with the Warrant Committee on 1/16/08.
 
A brief update was given on the Carol Blute Scholarship.

On a motion made by Member Walker and seconded by Secretary Hurley, the meeting was adjourned at 9:30 PM.
