FOURTEENTH MEETING

The Chair called the meeting to order at 7:30 PM
 
Mrs. Helen Kiddy, the new clerk succeeding Carol Blute, was introduced .
 
On a motion made by Secretary Hurley and seconded by Member Dee, the Committee voted 7-0-3 to approve the December 5, 2007 minutes as amended.
 
Chairman Conlon opened up a discussion about the Reserve Fund status and the Committee’s action on the School Department’s $92,500 request.  The Reserve Fund is very low given that there are six months to go to the end of the fiscal year.   The November 2007 unemployment bill is $16,036, a drop from previous months where the costs had been ± $20,000.   The Committee discussed its action on the school request and potential future requests.
 
Two requests for Reserve Fund transfers relating to Firefighter Pickens were considered.  First was a bill from Kindred Rehabilitation Hospital (Braintree, MA) requesting payment of $59,500 for part of his hospital bill.  The Chairman advised the Committee that the hospital informed the Town Administrator that if the adjusted amount of $59,500 is not paid by December 31, then the hospital will seek payment of the full amount. 
 
A motion was made by Member Conley and seconded by Member McLaughlin for a Reserve Fund transfer in the amount of $59,500 payment of the hospital bill.  Secretary Hurley offered a friendly amendment to set aside, rather than transfer, $59,500, which Member Conley rejected.  The committee voted 7-3-1 in favor of the motion. 
 
A second Reserve Fund transfer request was for $10,296 to build a stair lift and ramp at the home of Firefighter Pickens as part of his being transferred home from the hospital to continue his outpatient rehabilitation.  A motion was made by Secretary Hurley and seconded by Member Conley for a transfer from the Reserve Fund to pay the $10,296 with the Committee voting unanimously in favor.
 
 
A third request was for a Reserve Fund Transfer of $10,304 for the Fire Rescue Pumper. 
Last year’s Warrant Committee had voted to pay this amount from the Reserve Fund rather than bonding it and paying interest on interest.  On a motion made by Member Keel and seconded by Secretary Hurley, the Committee voted unanimously to approve a Reserve Fund transfer in the amount of $10,304.
 
The Committee received a bill from the Patriot Ledger in the amount of $233.40 for an advertisement of the Warrant Committee Clerk to replace Carol Blute.  On a motion made by Member Keel and seconded by Member Chase, the Committee voted unanimously to pay $233.40 and to authorize Chairman Conlon to sign the bill.
 
The Carol Blute Scholarship was briefly discussed.  Sample eligibility criteria are being obtained and Paula Rizzi and Chairman Conlon will report back to the committee at a future date.
 
The Committee briefly discussed the FY 09 budget.
 
Secretary Hurley moved, Member Keel seconded and the committee agreed to adjourn at 10 PM.
 
The next meeting will be on Wednesday, January 7, 2008 at 7:30 PM.
