WARRANT COMMITTEE MINUTES                                    January 31, 2007



FIFTEENTH MEETING

Chair Conlon called the meeting to order at 7:30 p.m.

A conference was held with Police Chief Kevin Mearn and Deputy Chiefs Richard Wells and Paul Nolan to review the Police Department’s FY 2008 budget request.  Also discussed was the Department’s request for funding of a new 911 system, which has been submitted to the Capital Improvement Planning Committee.  Chief Mearn invited the Committee to tour the Police Station and conduct a meeting there.  The Chair thanked Chief Mearn and Deputies Wells and Nolan for their presentation.   

At 8:10 p.m., following discussion of the Police budget, Barbara Mason joined the meeting.

Boards and Committees Subcommittee  Chair John O’ Connor presented the FY 2008 Board of Appeals, Conservation Commission, Historical Commission, Personnel Board and Planning Board budgets for the Committee’s review.  Questions raised by the Committee will be submitted to those department heads.  Member Innes recused himself prior to the Committee’s discussion of the Planning Board’s budget and returned to the meeting following completion of that discussion.

Chair Conlon and Secretary Hurley reported on the recent Finance Group meeting.  Among the items discussed by the Committee were the Town’s reserve levels, the possible transfer of the landfill escrow fund to the general fund for eventual transfer to a stabilization fund, draft financial policies prepared by the former Town Administrator, possible repair of Fire Engine One, and potential reserve fund transfer requests.

On a motion made by Member McLaughlin and seconded by Member Crichlow, the minutes of January 29, 2007 were approved 8-0-2.

The Committee discussed the possibility of meeting at the Police Station on February 5.  The Chair will contact Chief Mearn to make arrangements.

The next meeting of the Warrant Committee will be on Monday, February 5, 2007 at the Police Station.
