The Chair called the meeting to order at 7:30  p.m.
                                                        
The Committee received a Summary Budget Sheet prepared by the Acting Town Administrator; General Government Subcommittee questions for the Board of Assessors FY 2008 budget,  the FY 2008 audit and a response from the Acting Town Administrator on General Government Subcommittee questions for  Law; Annual Reports; Election and Registration; Selectmen and General Insurance.  The Committee also received a response from the Library Director on questions raised by the Library Subcommittee on the Library FY 2008 budget request, a report on the Parks and Recreation Department Revolving Fund and a  response from the Park Department  on questions raised by the CHP Subcommittee on the Park Department FY 2008 budget request.

A conference was held with Town Accountant David Grab, who reviewed with the Committee the FY 2008 Central Business Office, Retirement and Unemployment budgets.  Member Mason recused herself from the meeting. Mr. Grab discussed the various Capital requests and distributed lists  of Capital Project requests for FY 2008 and FY 2007 and a copy of a request from Deputy Police Chief Richard Wells regarding updating the 911 answering equipment. Member Mason returned to the meeting.

A conference was held with Board of Selectmen Chairman James G. Mullen, Jr., Fire Chief Malcolm Larson, Town Accountant David Grab and Department of Public Works Director Walter Heller to discuss the Fire Department request for a Reserve Fund transfer for the repair of Engine 1 and the pending lease/purchase of a new engine truck.  Following discussion, the Committee, on a motion made by Member Hurley and seconded by Member Mason, voted 10-1-0 to approve a Reserve Fund transfer of $53,990 to repair Engine 1.  A motion offered by Member Keel and seconded by Member Mason to set aside $20,000 from the Reserve Fund for the replacement of the water pump on Engine 1 was withdrawn by Member Keel.  Fire Chief Larson will continue to obtain quotes for the replacing of the water pump on Engine 1.  On a motion made by Member Conley and seconded by Member Walker, the Committee voted 11-0-0 to approve  releasing the February 12, 2007 $5,274 Set Aside for repairs to the Fire Departments Ford Expedition.

School Subcommittee Chair Lorraine Dee presented the 2008 School Department budget and distributed an itemized spreadsheet with a breakdown of FY 2008 School Department requested salaries and expenses and the Subcommittee’s questions,  and Member Hurley distributed an FY 2008 salary analysis.  Questions raised by the Committee will be forwarded to the School Committee and Superintendent for their responses.

                

Following discussion, the Committee, on a motion made by Member Walker and seconded by Member Crichlow, voted 11-0-0 to approve a $5,883 Reserve Fund transfer to the FY 2007 Selectmen’s General Expenses to cover the advertising costs for the Town Administrator and Town Planner positions,  and on a motion made by Member Walker and seconded by Member Keel, voted 11-0-0 to approve a $2,431 Reserve Fund transfer to the FY 2007 Selectmen’s E & R General Expenses for the cost of printing and mailing of the November 27, 2006 Special Town Meeting Warrant.

On a motion made by Member Keel and seconded by Member Innes, the minutes of February 12, 2007 were approved 8-0-3.
