WARRANT COMMITTEE MINUTES

SEVENTH MEETING                                         OCTOBER 24, 2007

PRESENT: K. Conlon, T. Hurley,  D. Biagiotti, K. Chase, J. Conley, L. Dee, E. Innes, S. Keel, B. Martin, B. McLaughlin, J. O’Connor,  J. Pinkus, L. Walker

RESERVE FUND BALANCE                            $329,276

The Chair called the meeting to order at 7:30 p.m.

The Committee received a list of Capital Project requests by the Park Department from the Capital Improvement Planning Committee and an explanation of the purpose of Article 8 for the Special Town Meeting from the Planning Board.

On a motion made by Member Dee and seconded by Secretary Hurley, the minutes of October 17, 2007 were approved 5-0-5.

The Chair reported on discussions she had with P ark Department Director David Perdios, Chairman of the Board of Park Commissioners John Davis and Town Administrator Kevin Mearn concerning the Park Department’s request for a Reserve Fund transfer for the purchase of a new dump truck.  The Park Department and the Town administrator are attempting to arrange for the Park Department to borrow a truck from another town department.  At the request of the Park Commissioners, the Committee deferred acting on the Reserve Fund transfer request.

Members Dee and Walker presented a proposed format for the School Department’s FY 2009 budget,. which was redesigned as a result of a meeting that they had with School Committee Member Glenn Pavlicek.   The Committee accepted the proposed format and thanked Members Dee and Walker for their efforts on this matter.

On a motion  made by Member Walker and seconded by Secretary Hurley, the Committee voted unanimously at 8:08 p.m., with Members Conlon, Hurley,  Biagiotti, Chase, Conley,  Dee,  Innes, Keel,  Martin,  McLaughlin, O’Connor,   Pinkus,  Walker voting yes to enter Executive Session to discuss Collective Bargaining and to return to Open Session to complete discussion on remaining agenda items.

After returning to Open Session at 8:27 p.m., the Committee discussed its upcoming schedule of meetings.  The Chair will contact the proponents of Articles 7 and 8 to see if they are available to meet on October 30 rather than November 1.  Member McLaughlin requested that the Committee seek a report on overdue property taxes. Member Innes updated the Committee on a news report about that status of the Veteran’s agent position.  The Committee will ask the Town Administrator for status report on the media inquiry.

On a motion made by Member Keel and seconded by Member Martin, the Committee voted unanimously to adjourn at 8:45 p.m.
