TWENTIETH MEETING               WARRANT COMMITTEE               JANUARY 23, 2006

PRESENT: K. Conlon, T. Lowney, D. Biagiotti, W. Connors, H. Crichlow, L. Dee, T. Hurley, S. Keel, B. Mason, P. Nolan, L.J. Walker, C. Winston.

ABSENT: J. Conley, N. Gray, J. O’Connor.

RESERVE FUND BALANCE:   $303,736

Chair Conlon called the meeting to order at 7:30 p.m.

On a motion made by Member Winston and seconded by Member Hurley, the minutes of January 17, 2006 were approved 7-0-1.

The Committee received a revised schedule of subcommittee FY 2007 budget  presentations,  the calendar of Blue Hills Regional Vocational School budget meetings, and a fact sheet of Blue Hills enrollment by member Towns showing that Milton has 36 registered students.

Chair Conlon reported on a meeting held this date among the Department of Revenue, and various Town Officials and Lisa Dickinson, the Town’s bond consultant,  regarding the supplemental school building project appropriations.  DOR is expected to issue a written determination prior to the Special Town Meeting.  The Committee discussed providing additional written information regarding Article 1 to Town Meeting Members at the Special Town Meeting.

Chair of the General Government Subcommittee Timothy Lowney presented the  initial review of the following FY 2007 budgets: Annual Reports and Bylaws, Central Business Office, Elections & Registration, Insurance General, Information Technology, Law, Municipal Audit, Selectmen, Veteran’s, Board of Assessors, Town Clerk and Town Treasurer.  Questions raised by the Warrant Committee will be forwarded to the Department Heads and further discussion on these budgets was deferred to a later date.

The Chair also reported on the Department Head meeting held on January 19, 2006.  The Town Administrator’s strategic plan and the  FY 2007 budget were discussed, meetings between department  heads and Warrant Committee Subcommittees were encouraged, and a request was made by the Chair for early notification of Reserve Fund transfer requests.
