TWENTY-FIRST MEETING                      WARRANT COMMITTEE                          JANUARY 25, 2006

RESERVE FUND BALANCE:           $303,736

Chair Conlon called the meeting to order at 7:30 p.m.

On a motion made by Member Crichlow and seconded by Member Hurley, the minutes were approved 7-0-1.

The Committee received a revised Treasurer/Collector FY 2007 budget in the amount of $279,776, a response from Police Deputy Chief Richard Wells regarding emergency generators and the Massachusetts Department of Revenue estimate of FY 2007 local aid.

The Committee, on a motion made by Member Crichlow and seconded by Secretary Lowney, voted 11-0-0 to approve a $7,382 Reserve Fund transfer to the FY 2006 Unemployment Compensation appropriation for payment of the December activity.

The Committee, on a motion made by Secretary Lowney and seconded by Member Keel,  voted 12-0-0 to approve a $25,000 Reserve Fund transfer to the Selectmen’s FY 2006 General Expense appropriation for unanticipated costs for consultants, advertising, traffic studies, labor and union employee reclassification bills.

Public Safety Subcommittee Chair William Connors presented the initial review of the following FY 2007 budgets: MEMA, Inspectional Services, Fire and Police.  Questions raised by the Warrant Committee will be forwarded to the Department Heads and further discussion on these budgets was deferred to a later date.

Member Barbara Mason, the Committee’s representative to the Capital Improvement Planning Committee, reported on a recent meeting held by that Committee, including various departments’ submission of requests for Capital items and the formation of a CIPC subcommittee to research the feasibility of the use and renovation of the 1909 wing of the former high school.

The Committee received an initial copy of articles which were submitted for the 2006 Annual Town Meeting.  The Chair assigned articles to Subcommittee Chairs as follows:

Boards and Commissions Chair Cynthia Winston            Articles A, B and D.
Employee Benefits and Zoning Chair Dan Biagiotti                Articles E, F, G, H, M, N, and U.
CHP Chair Barbara Mason                                 Articles I, J, K, R, S, and T.
Public Works Chair Timothy Lowney                               Articles L, O, P, V, W, X and Y.
Public Safety and Library  Chair William Connors                Articles Q, Z and AA.


RESERVE FUND BALANCE:          $271,354

The meeting adjourned at 9:15 p.m.

The next meeting of the Committee will be on Monday, January 30, 2006.
