TWENTY-SECOND MEETING WARRANT COMMITTEE JANUARY 30, 2006
PRESENT: K. Conlon, J. Conley, W. Connors, H. Crichlow, L. Dee, T. Hurley, S. Keel, P. Nolan, C. Winston.
ABSENT: T. Lowney, D. Biagiotti, N. Gray, B. Mason, J. O’Connor, L. Walker
RESERVE FUND BALANCE: $271,354
Chair Conlon called the meeting to order at 7:40 p.m.
On a motion made by Member Hurley and seconded by Member Keel, the minutes were approved 7-0-2.
The Committee received a communication from Fire Chief Malcolm Larson regarding FY 2007 Fire Department manning and the complete record of FY 2005 Reserve Fund transfers.
Cemetery and Board and Commissions Subcommittee Chair Cynthia Winston presented the initial review of the following FY 2007 budgets: Board of Appeals, Warrant Committee, Conservation Commission, Planning Board, Personnel Board, Historical Commission and Cemetery Department. Questions raised by the Warrant Committee will be forwarded to the Department Heads and further discussion on these budgets was deferred to a later date.
The Committee discussed the issue of whether, if the Committee decides to recommend a budget that is contingent upon the passage of an operating override, it should present to Town Meeting only a contingent budget or both a non-contingent budget and a contingent budget. It was the consensus of those present that, in such a circumstance, the Committee should present two budgets, rather than one, to the Town Meeting. Further discussion was deferred pending the completion of the Committee’s budget process.
