TWENTY-THIRD MEETING          WARRANT COMMITTEE  FEBRUARY 1, 2006

PRESENT:        K. Conlon, T. Lowney, D. Biagiotti, J. Conley W. Connors, H. Crichlow, L. Dee, Nick Gray, T. Hurley, S. Keel, B. Mason, P. Nolan, J. O’Connor, L. Walker, C. Winston

RESERVE FUND BALANCE:           $271,354

Chair Conlon called the meeting to order at 7:30 p.m.


On a motion made by Member Winston and seconded by Member Crichlow, the minutes of January 30, 2006 were approved 6-0-2.

The Committee received the following: an initial packet of material from the School Department regarding its FY 2007 budget, Citizen’s Report: Milton by Municipal Benchmarking, LLC, correspondence from the Blue Hills Regional Vocational School District regarding its February 7, 2006 facilities tour and meeting and Chapter 70 funding for BHRVS.

A conference was held with Town Planner Aaron Henry who reviewed the articles submitted by the Planning Board for the 2006 Annual Town Meeting, including the articles involving Outdoor Lighting, Drive Throughs, Planned Unit Development at Central Avenue and Definition of Family.  The Chair thanked Mr. Henry for his excellent presentation.  Mr. Henry advised the Committee that  public hearings on these articles will be held on March 2, 2006.

CHP Subcommittee Chair Barbara Mason presented the initial review of the following FY 2007 budgets: Health, Council on Aging and Park Departments. Questions raised by the Warrant Committee will be forwarded to the Department Heads and further discussion on these budgets was deferred to a later date.

The Committee again briefly discussed the issue of contingent and non-contingent budgets.  The consensus continued to be that the Committee should present two budgets, rather than one, to the Town Meeting.  Further discussion was deferred pending the completion of the Committee’s budget process.

RESERVE FUND BALANCE:           $271,354

The meeting adjourned at 9:15 p.m.

The next meeting of the Warrant Committee will be on Monday, February 6, 2006.
