TWENTY-FOURTH MEETING         WARRANT COMMITTEE  FEBRUARY 6, 2006

PRESENT:        K. Conlon, T. Lowney, D. Biagiotti, J. Conley, W. Connors, L. Dee, T. Hurley, S. Keel, L. Walker, C. Winston

ABSENT: H. Crichlow, N. Gray, B. Mason, P. Nolan, J. O’Connor

RESERVE FUND BALANCE:           $271,354

Chair Conlon called the meeting to order at 7:40 p.m.


On a motion made by Member Winston and seconded by Member Keel, the minutes of February 1, 2006 were approved 8-0-0.

The Committee received a revised version of the 2006 Annual Town Meeting article regarding demolition of historically significant buildings and a Spring schedule of meetings for the Warrant Committee.

Subcommittee Chair Timothy Lowney presented the initial review of the FY 2007 Department of Public Works budget request.  Questions raised by the Warrant Committee will be forwarded to the Director of Public Works and further discussion on this budget was deferred to a later date.

Warrant Committee members Winston and Walker recused themselves prior to Subcommittee Chair Dan Biagiotti presenting the initial review of the  FY 2007 Group Insurance budget.  Following this review Members Winston and Walker returned to the general meeting. Questions raised by the Warrant Committee will be forwarded to the Town Accountant.  Further discussion was deferred to a later date.  Members Winston and Walker returned to the meeting.

Subcommittee Chair Biagiotti presented the initial review of the FY 2007 Retirement Board and Unemployment Compensation budgets.  Questions raised by the Warrant Committee will be forwarded to the Department Heads and further discussion on these budgets was deferred to a later date.

The Committee reviewed the Spring schedule for Committee meetings including dates for budget discussions and review of Town Meeting articles.

The next meeting of the Warrant Committee will be on February 8, 2006 with a tour of the main Fire  Station at 6:45 p.m.
