Member Hurley moved and Member Walker seconded the motion that in order to achieve an initial balanced budget, the contingent budget for each department (with limited exceptions for contractual budgets) be reduced by its percentage of the overall budget. The motion passed 11-1-0.

The Committee, on a motion made by Member Lowney and seconded by Member Connors, voted 12-0-0 to accept the March 18, 2006 contingent and non-contingent recommendations as outlined on the spreadsheet prepared throughout the day and to forward it to all Department Heads and elected officials stating that it was in draft form and soliciting their feedback. The contingent budget is $3,367,571 over the levy limit.
