FORTY-THIRD MEETING     WARRANT COMMITTEE               APRIL 26, 2006

The Chair called the meeting to order at 7:30 p.m.

The Committee received a sheet outlining the key points of the State’s FY 2007 budget prepared by the House Committee on Ways and Means and received from the Town Administrator, a current spreadsheet on FY 2006 Reserve Fund transfers,  a communication from the Blue Hills Regional Vocational School District on Chapter 70 aid,  revised copies of Department of Public Works Article 23, FY 06 and FY07 revenue and expenditures, Article 50, 51 and 54 comments.

On a motion made by Secretary Lowney and seconded by Member Dee, the Committee voted 8-0-0 to approve the minutes of April 19, 2006.

A conference was held with Senator Brian A. Joyce, who reviewed with the Committee the State of the State’s FY 07 budget and its impact on Milton.  Among items discussed were state aid, tax revenue, education and health spending by the State and various grants obtained for the Town.  The Chair thanked Senator Joyce for attending and for his excellent presentation on the recent history of local aid and its  future impact on Milton.
                                                
The Chair discussed with the Committee an error in the DPW’s water and sewer amounts under Article 23. The Committee voted 8-0-0, on a motion made by Secretary Lowney and seconded by Member Gray, to reopen Article 23.  On a motion made by Secretary Lowney and seconded by Member Connors, the Committee voted 8-0-0 to recommend the grand total of $12,977,763 to the May Town Meeting.

The Chair also discussed the availability of $21,628 in free cash that had been set aside for a potential article to replenish the FY 06 Reserve Fund and could now be appropriated to the FY07 budget. On a motion made by Secretary Lowney and seconded by Member Connors, the Committee voted 8-0-0 to increase the FY 2007 non-contingent Reserve Fund appropriation by $21,628 for a total of $521,628.

On a motion made by Member Nolan and seconded by Member Dee, the Committee voted 8-0-0 to approve a $500 Reserve Fund transfer to the FY 2006 Inspectional Services General Expenses.
On a motion made by Secretary Lowney and seconded by Member Dee, the Committee voted 8-0-0 to approve a $1,018 Reserve Fund transfer to the FY 2006 Veterans Benefits.

On a motion made by Member Keel and seconded by Member Mason, the Committee voted 8-0-0 to approve a $20,000 Reserve Fund transfer to the FY 2006 Fire Department General Expenses.

The Committee deferred a request by the Police Department for a $27,104 Reserve Fund transfer to  its next meeting prior to the opening of the Annual Town Meeting because with nine members present Members Mason and Nolan being recused, a quorum would not exist.

The next meeting of the Warrant Committee will be on Monday, May 1, 2006 prior to the opening of the Annual Town Meeting.
