WARRANT COMMITTEE MINUTES

TWELFTH  MEETING                                                        January 31, 2005

PRESENT:        E. Innes ,  K. Conlon, D. Biagiotti, W. Connors, L. Dee, M. Ellis, K. Hodlin, M. Kelly, T. Lowney (7:50 p.m.), N. Monroe, R. Musto (7:45 p.m.), E. Redo J. Tarvin (7:45 p.m.), C. Winston.

RESERVE FUND BALANCE                                                    $358,134

The Chair called the meeting to order at 7:30 p.m.

Following revision, the minutes of January 24, 2005 were approved 9-0-1.

A Reserve Fund Transfer of $3,000 to the Board of Appeals FY 2005 General Expenses for advertising applications for variances and special permits was approved 10-0-0.  

A request for a $1,900 Reserve Fund transfer to the FY 2005 Animal Control Salary and Wage line for vacation coverage was not approved and should be resubmitted  upon that appropriation having reached its limits.

The Committee received and discussion was deferred on the FY 2006 Warrant Committee budget.

Also received were the Board of Health FY 2006 narrative, Treasurer’s Narrative and Town Treasurer/Collector responses to Warrant Committee questions

Chair of the CHP and Library Subcommittees William Connors presented FY 2006 budget spreadsheets including comments and questions on the Library, Board of Health, Council on Aging and Parks and Recreation departments.  Prior to discussion on the Board of Health,  Warrant Committee member Timothy Lowney recused himself and returned to the meeting following the conclusion of discussion on the Board of Health budget.  Subcommittee Chair Connors will forward questions raised by the Committee on these budgets to the Department Heads for their review.  Chair Innes thanked Subcommittee Chair Connors for his thorough presentation.

Chair Innes distributed and reviewed with the Committee  the Massachusetts Department of Revenue Division of Local Services FY 2006 local  aid estimates.  Also reviewed was the FY 2006 working budget worksheet.

In order to gain a consensus of the Committee there was a discussion on the fiscal merits of a possible FY 2006  operating or capital override question.  Further discussion was deferred to February 9, 2005.

The Chair assigned the new articles for the FY 2005 Annual Town Meeting using the current numbers supplied by the Selectmen’s Office as follows: Article 1 - R. Musto; Article 2 - K. Conlon; Article 3 - B. Mason; Article 4- T. Lowney; Article 5 - K. Hodlin; Article 6 - N. Monroe; Article 7 - J. Tarvin;  Article 8 - W. Connors; Article 9- T. Lowney;  Article 10, 11, 12, 13, 14, 15, 16 - N. Monroe; Article 17 - K. Hodlin; Article 18 - W. Connors; Article 19 - K. Conlon; Article 20 - R. Musto and Article 22 - K.
