THIRTY-SIXTH MEETING                                    JUNE 22, 2005

Chair Innes called the meeting to order at 7:45 p.m.

The minutes of the May 18, 2005 meeting were approved 7-0-1.

The Committee received a copy of a letter dated June 20, 2005 from the Board of Selectmen to Senator Brian A. Joyce in support of proposed legislation, H2408 “An Act Relative to the Taxation of Telecommunications Companies.”

Chair Innes informed the Committee that the Town had received a letter from the Massachusetts Department of Revenue stating that the fair cash value of land owned by the Commonwealth located in Milton is $29,346,300 and that such value will first be used on the FY 2007 Cherry Sheets.  Chair Innes also reported that the Town’s FY 2006 assessment for the Blue Hills Regional Vocational School is $20,312 less than the amount that had been appropriated at the Annual Town Meeting.  The Chair notified the Committee of efforts being undertaken by the Town Administrator to reduce budget-related paperwork, develop new indirect cost calculations and conduct a comprehensive review of fees charged by Town departments.  

As recommended by the School Department, the Committee voted 8-0-0 to rescind a Reserve Fund transfer in the amount of $78,180 for the School Department that the Committee had approved on May 18, 2005 (having previously approved a set-aside for such funds).

The Committee voted 8-0-0 to authorize the Wire Department to transfer $1,300 between line items.

As no further meetings were scheduled for the 2004-2005 Warrant Committee, the Committee voted 8-0-0 to authorize Chair Innes to act upon all further FY 2005 requests for Reserve Fund transfers and transfers of funds between line items.

Town Moderator Brian M. Walsh discussed with the Committee a draft Code of Conduct for the Committee’s input, in response to earlier discussions of the overall FY 2006 budget process.
