FIFTEENTH MEETING       WARRANT COMMITTEE                            DECEMBER 14, 2005

PRESENT:        K. Conlon, T. Lowney  D. Biagiotti, J. Conley, W. Connors, H. Crichlow,  L. Dee, N. Gray, T. Hurley, S. Keel, B. Mason, P. Nolan, L. J. Walker, C. Winston.

ABSENT: J. O’Connor.

RESERVE FUND BALANCE:           $329,877

Chair Conlon called the meeting to order at 7:30 p.m.

The minutes of December 7, 2005 were approved 10-0-1.

The Committee received the following FY 2007 budgets: Department of Public Works $13,427,673; Historical Commission $2,135; Library $873,528 and the Board of Appeals $28,968.

An initial copy of the FY 2007 School Budget request in the amount of $31,456,975 was received by the Committee, with a copy of the narrative to be distributed to the Committee at its January 4, 2006  meeting.

A Summary Budget Spreadsheet was received listing the FY 2007 budgets received to date.

The Committee also received a copy of a memorandum from the Town Administrator to the Board of Selectmen regarding the landfill enterprise fund and a copy of the presentation given by State Senator Brian A. Joyce at the special seminar on Municipal Finance at Curry College on November 30, 2005.

Chair Conlon distributed a tentative subcommittee presentation schedule for the month of January 2006.

Chair Conlon reported on a December 12  meeting that she, Secretary timothy Lowney and School Subcommittee Chair Loraine Dee had with Chair of the Board of Selectmen Marion McEttrick, Town Administrator David Colton, Chair of the School Committee Glenn Pavlicek, Superintendent Magdalene Giffune and others. Discussed during the meeting was the long-range financial plan being developed by a committee headed by the Town Administrator and various preliminary budget scenarios for FY 2007.  The key word during that meeting was communication and all agreed that it was very productive and that a follow-up meeting will be held in February..

The Committee was advised that it is expected that the Board of Selectmen will schedule a Special Town Meeting for February 27, 2006 with articles relating to the funding for construction of a gym at Collicot School and funding the Stabilization Fund.

The meeting adjourned at 8:15 p.m.

The next meeting of the Committee will be on January 4, 2006.
