BOARD OF SELECTMEN’S MEETING MONDAY, MAY 5,  2014


In attendance:  Denis F. Keohane, J. Thomas Hurley, Kathleen M. Conlon, Annemarie Fagan, Town Administrator and Paula Rizzi, Executive Secretary

1.      Chairman Conlon convened the meeting at 6:30 p.m. in the Main Office Work Room of Milton High School.

2.      The Board confirmed May 6, 8, 12, 13 and 15 before Town Meeting (at 6:30 p.m.) as future meeting dates.

3.      J. Thomas Hurley moved, Kathleen M. Conlon seconded and the Board voted unanimously to approve the current payroll and vendor warrants.

4.      Denis F. Keohane moved, J. Thomas Hurley seconded and the Board voted unanimously to approve a request from the Forbes House Museum to display a banner on the Library grounds beginning May 12 through June 9, 2014, announcing the Museum’s 50th Anniversary.

5.      Denis F. Keohane moved, J. Thomas Hurley seconded and the Board voted unanimously to approve the use and closure of Churchills Lane on Saturday, June 14, 2014, for a soapbox derby that will take place from 10:00 a.m. to 12 Noon contingent upon approval by the Police Chief.

6.      J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously to appoint the following members to the Sign Advisory Committee to serve through December 2014:  John Zychowicz, Ray Thill and William Clark.

7.      The Board discussed the procedure for tonight’s special town meeting within the annual town meeting and the Selectmen’s articles.

J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously to support Article 2 (Citizens’ Petition to amend zoning bylaws-landscaping businesses).

8.      The Chairman reported on the recent meeting of the Solid Waste Advisory Committee.

9.      Kathleen M. Conlon moved, Denis F. Keohane seconded and the Board voted unanimously at 6:31 p.m., with Kathleen M. Conlon voting yes, Denis F. Keohane voting yes and J. Thomas Hurley voting yes, to enter executive session for the purpose of discussing collective bargaining strategy (Police Patrol Officers Union) believing that having this conversation in open session would have a detrimental effect on the bargaining position of the body and to return to open session.

10.     Kathleen M. Conlon moved, Denis F. Keohane seconded and the Board voted unanimously at 7:19 to recess until the beginning of town meeting.

11.     Town meeting adjourned at 10:43 p.m.
