BOARD OF SELECTMEN’S MEETING THURSDAY, JANUARY 24, 2013

In attendance:  J. Thomas Hurley,  Denis F. Keohane, Robert C. Sweeney, Annemarie Fagan,  Interim Town Administrator and Paula Rizzi, Executive Secretary

  • Chairman Hurley convened the meeting at 6:35 p.m. in the John A. Cronin Conference Room of the Town Hall.
2.      Denis F. Keohane moved, Robert C. Sweeney seconded and the Board voted unanimously to approve the January 10, 2013 meeting minutes as amended.

3.      Norfolk District Attorney Michael Morrissey met with the Board to enlist its support of his “Hero” campaign to encourage designated drivers in our local establishments that serve alcohol.

4.      The Board met with Health Director Michael Blanchard to discuss the town’s portion of the Norfolk County Mosquito Control District budget and to learn of a new spraying schedule that will impact the Town.  After discussion, J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously to support the preliminary mosquito control budget proposed by the Norfolk County Mosquito Control District and Milton’s estimated proportionate share and to authorize Interim Town Administrator Annemarie Fagan to sign the declaration of support.

5.      In conformity with the requirements of Section 22 of Chapter 166 of the General Laws, The Board convened a public hearing upon the petition of NSTAR Electric for permission to install conduit in Canton Avenue and Walcott Road.

        All abutters were notified, NSTAR’s representative was present to address questions and Engineering approved of both requests.

        After discussion, Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve a request from NSTAR for permission to construct and a location for, such a line of conduits and manholes with the necessary wires and cables therein, to be located under Canton Avenue, Westerly, approximately 1500 feet Northeast of Brush Hill Road, a distance of about 11 feet at pole 3/192………and

        Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve a request from NSTAR for permission to construct and a location for, such a line of conduits and manholes with the necessary wires and cables therein, to be located under Wolcott Road, Northerly, approximately 710 feet east of Big Blue Drive, a distance of about 8 feet at pole 151/6.

6.      Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to authorize Interim Town Administrator Annemarie Fagan to serve as the Board’s representative in collective bargaining negotiations with the School Department and the Milton Educators’ Association.
7.      Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve a request to use the Town’s streets and ways for the fifth annual Michael A. Devin Memorial Road Race that will take place on Thursday, June 27, 2013 at 6:30 p.m. contingent upon approval by the Police Chief.

        J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously to approve a request to use the Town’s streets and ways for the second annual St. Patrick’s Day 5K Rugby Run that will take place on Saturday, May 16, on behalf of the Milton Rugby Club.

8.      The Board received correspondence from the Town Administrator Screening Committee with four recommended candidates for the Board to consider.  They are as follows:  Richard LaFond, Grady Miller, Kevin O’Donnell and Annemarie Fagan.  February 12 has been set for an open session meeting to interview candidates.  The Board will compose five questions each and each candidate will be asked the same questions.  Questions will be forwarded to the Executive Secretary to assure that there are not duplicate questions.  Each applicant will receive correspondence stating the time and date of the interviews, an application to complete and a request for two letters of reference (one preferably from a current or past employer).

9.      J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously at 7:28 p.m. with J. Thomas Hurley voting yes, Denis F. Keohane voting yes and Robert C. Sweeney voting yes to enter Executive Session to discuss the purchase of Parcel A off Deer Run Lane and strategy with respect to union and non-union collective bargaining with the Police Superior Officers Union and deployment of Police security personnel believing that having these discussions in Open Session would have a detrimental effect on the bargaining position of the body and to return to Open Session.

10.     J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously at 9:11 p.m. to approve a purchase and sale agreement between the Town and ECO Coastal Homes, Inc. of 776R Washington Street, Canton for the purchase of a parcel of land off Deer Run Lane, said agreement to be signed after the date of January 25, 2013.

11.     Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously at 9:14 p.m. to adjourn.
