BOARD OF SELECTMEN’S MEETING, THURSDAY, DECEMBER 6, 2012

In attendance:  J. Thomas Hurley,  Denis F. Keohane, Robert C. Sweeney, Annemarie Fagan,  Interim Town Administrator and Paula Rizzi, Executive Secretary

  • Chairman Hurley convened the meeting at 6:48 p.m. in the John A. Cronin Conference Room of the Town Hall.
2.      Denis F. Keohane moved, J. Thomas Hurley seconded and the Board voted to approve the November 29, 2012 as amended.

3.      The Board confirmed its next meeting date as December 20, 2012.

4.      The Board met with Building Commissioner Joseph Prondak to discuss the appointment of a new Wire Inspector to replace the vacancy created by the resignation of Richard Sass and Mr. Prondak’s request for an additional part-time inspector’s position in his department.

        After discussion, Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve the appointment of Domenic Franceschelli of 29 Craig Street to the position of Wiring Inspector contingent upon approval by the Personnel Board and a successful pre-employment physical examination.

        Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve the creation of a second, Level 7, part-time, local Inspector position, 20 hours per week, in the Inspectional Services Department, contingent upon approval by the Personnel Board.

5.      Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve the assent to amendment for a successor trustee for the Mary A. Cunningham Trust and authorize the Chair to sign on behalf of the Board.

6.      Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to accept a grant from the Copeland Family Foundation in the amount of $175,000 to be used specifically for the purchase of land abutting Milton Cemetery which will provide approximately 1,300 additional gravesites to the Town.

7.      The Board met with Planning Director William Clark to discuss the creation of a housing production plan for the Town.  Chairman Hurley agreed to represent the Board in discussions with the Planning Board regarding this issue.

8.      Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve the use of the Town’s streets and ways for the 2013 Avon Walk for Breast Cancer that will take place on Saturday, May 18, and Sunday, May 19, 2013 and to mark the route on Friday, May 17, using temporary plastic signs on trees and permanent sign posts, which will be removed by 10:00 a.m. on Sunday, May 19, contingent upon approval by the Police Chief.

9.      Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to amend the Selectmen’s Liquor License fee policy to include language whereby those applicants who are issued a liquor license during the last three months of the calendar year (October through December) would have their fee of $2,500 pro-rated to a fee of $625 for the last quarter.

10.     Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve, sign and forward to the Warrant Committee, the FY14 General Insurance budget in the amount of $950,647.

11.     J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously to approve the following permanent Town Hall hours of operation:  Monday through Thursday, 8:00 a.m. to 5:00 p.m., Friday, 8:00 a.m. to 1:30 p.m.

12.     J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously with J. Thomas Hurley voting yes, Denis F. Keohane voting yes and Robert C. Sweeney voting yes at 8:35 p.m. to enter Executive Session to discuss strategy with respect to threatened litigation (Kevin Mearn v. Town of Milton) and to discuss non-union collective bargaining (Police Chief’s contract) believing that having these discussions in Open Session would have a detrimental effect on the bargaining position of the body and to return to Open Session to adjourn and to convene a meeting of the Trustees of the Governor Stoughton fund.
