BOARD OF SELECTMEN’S MEETING, THURSDAY, SEPTEMBER 20, 2012

In attendance:  J. Thomas Hurley,  Denis F. Keohane, Robert C. Sweeney, Annemarie Fagan,  Interim Town Administrator and Paula Rizzi, Executive Secretary

  • Chairman Hurley convened the meeting at 6:37 p.m. in the John A. Cronin Conference Room of the Town Office Building.
  • Denis F. Keohane moved, Robert C. Sweeney seconded and the Board voted unanimously to approve the September 4, 2012 meeting minutes as written.
Denis F. Keohane moved, Robert C. Sweeney seconded and the Board voted unanimously to approve the September 7, 2012 meeting minutes as written.

  • The Board confirmed the October meeting dates as being October 4 and October 18, 2012.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to award the $1,388,584 Town of Milton Massachusetts General Obligation Bond Anticipation Notes Municipal Purpose Loan of 2012 dated October 2, 2012 and maturing October 2, 2013 as follows:  $500,000 to Century Bank at a net interest cost of 0.45% and $888,584 to Eastern Bank at a net interest cost of 0.50%.
Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to award the $250,000 Town of Milton Massachusetts General Obligation Bond Anticipation Taxable Medical Payment Notes dated October 2, 2012 and maturing October 2, 2013 to Century Bank at a net interest cost of 0.70%.

  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve and sign the contracts for the following recommended bids by Technology Director James Sgroi for the Ethernet Cabling and backup generators at the Town Hall:
  • Town Office Building Ethernet Cabling – E-2 Telecom Company, Inc., 85 Summer Street, Wrentham - $57,998.41.
  • Town Office Building Generator – Richard T. Losordo Electrical Services, Inc., 244 Liberty Street, Brockton, MA - $89,880.
  • Comcast Room Generator – FM Generator, 35 Pequit Street, Canton, MA - $28,500.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve the index of the warrant articles for the October 22, 2012 Town Meeting.
Denis F. Keohane moved, Robert C. Sweeney seconded and the Board voted unanimously to approve and sign the October 22, 2012 Town Meeting Warrant.

  • J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously, pursuant to 940 CMR 29.10, subsection (2)(a), to allow remote participation in all subsequent meetings of local public bodies in the town of Milton.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve the use of the gazebo on October 5, 12 and 26, 2012 for a public arts project entitled Milton Facing Forward sponsored by Artspace Milton, a local nonprofit arts organization, contingent upon approval by the Police Chief.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve and sign a collective bargaining agreement between the Town and the Southeastern Public Employees Association for the period of July 1, 2012 through June 30, 2013.
  • Denis F. Keohane moved, Robert C. Sweeney seconded and the Board voted unanimously to accept a check in the amount of $1,000 from Thomas O’Neill, Jr. of  Success! Real Estate, to the Council on Aging in memory of Elaine Kelley.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve and sign a proclamation recognizing October 24, 2012 as United Nations Day.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve a request from Fontbonne Academy to use the Town’s streets and ways for its annual 5-mile Breast Cancer Walk that is scheduled for Sunday, October 24, from 9:00 a.m. until 2:00 p.m., contingent upon approval by the Police Chief.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously to approve a display of a 5’ x 5’ blue and white sign announcing the Jewish high holidays, in front of the First Congregational Church, the temporary home of Temple Shalom, through the end of September.
  • Denis F. Keohane moved, Robert C. Sweeney seconded and the Board voted unanimously to appoint Mary McNamara as the Town Government Study Committee’s representative on the Town Administrator Search Committee.
  • J. Thomas Hurley moved, Denis F. Keohane seconded and the Board voted unanimously at 8:01 p.m. with J. Thomas Hurley voting yes, Denis F. Keohane voting yes and Robert C. Sweeney voting yes to enter Executive Session for the purpose of discussing strategy with respect to negotiations with union personnel, to investigate charges of criminal misconduct and to discuss the purchase, exchange, lease or value of real property, believing that having these discussions in Open Session would have a detrimental effect on the bargaining position of the body and to return to Open Session only for the purpose of adjournment.
  • Robert C. Sweeney moved, Denis F. Keohane seconded and the Board voted unanimously at 10:27 p.m. to adjourn.
