BOARD OF SELECTMEN’S MEETING, MONDAY, MAY 2, 2011

In attendance:  Robert C. Sweeney, John M. Shields, J. Thomas Hurley, Kevin J. Mearn, Town Administrator, Annemarie Fagan, Assistant Town Administrator, Paula Rizzi, Executive Secretary

1.      The Board convened a meeting of the Board of Selectmen at 6:30 p.m. in Room 201 of Milton High School.

2.      John M. Shields moved, J. Thomas Hurley seconded and the Board voted 2-0-1 (Hurley) to approve the April 21, 2011 meeting minutes as written.

3.      John M. Shields nominated Robert C. Sweeney as Chairman of the Board of Selectmen.  Mr. Sweeney accepted the nomination.

        John M. Shields moved, J. Thomas Hurley seconded and the Board voted to appoint Robert C. Sweeney as Chairman of the Board of Selectmen.

        Robert C. Sweeney nominated John M. Shields as Secretary of the Board of Selectmen.  Mr. Shields accepted the nomination.

        Robert C. Sweeney moved, J. Thomas Hurley seconded and the Board voted to appoint John M. Shields as Secretary of the Board of Selectmen.

4.      The Town Administrator reviewed the meeting with the Moderator that took place on Sunday, May 1.  He informed the Board that the Moderator will convene the Annual Town Meeting and consider articles 1 through 5 before adjourning to convene the Special Town Meeting.  Once the Special Town Meeting is concluded, the Moderator will reconvene the Annual Town Meeting.

        The Board reviewed the warrant articles in preparation for town meeting.
        
        John M. Shields moved, J. Thomas Hurley seconded and the Board voted unanimously to refer Article 38 (Establish Fire Space Needs Committee) back to the Board of Selectmen for future study.

5.      The Board confirmed Thursday, May 5, as a meeting date for a Trustees of the Governor Stoughton Fund to discuss the proposals for the potential development of the Town Farm property.

        The Board also confirmed Monday, May 16 and Wednesday, June 1 as future Board meeting dates.

6.      John M. Shields moved, J. Thomas Hurley seconded and the Board voted unanimously with Robert C. Sweeney voting yes, John M. Shields voting yes and J. Thomas Hurley voting yes to enter Executive Session for the purpose of discussing collective bargaining strategy for union employees, believing that discussion of this topic in Open Session may have a detrimental effect on the bargaining position of the body and to return to Open Session to attend Town Meeting.

7.      Town Meeting adjourned at 10:30 p.m.
