SELECTMENS MEETING      THURSDAY, JANUARY 25, 2007              5:30 P.M.

In attendance: James G. Mullen, Jr., John M. Shields, Marion V. McEttrick, Annemarie Fagan, Interim Town Administrator, Paula Rizzi, Executive Secretary

Mr. Mullen asked for a moment of silence in memory of Mrs. Gladys Copeland, who passed away on Monday, January 22nd at age 95.  Mr. Mullen also read a letter he received from Mrs. Copeland in appreciation for being voted the Town Clubs 2002 Citizen of the Year.

1.      The Board introduced the new Veterans Agent, Officer Edward Villard, who reviewed the services he provides for the veterans of Milton, and his contact information.  Officer Villard is available 24/7 by cell phone (617-797-7487) or by email (evillard@mpdmilton.org) or by calling the business line at the Police Station (617-698-3800).  Veterans services are available not only for members of the military, but sometimes for family members.  To discuss eligibility criteria for veterans services it is important to contact the Veterans Agent.

2.      The Board discussed the Town Administrator hiring process and reviewed a working time line for re-advertising the position, a revised job description and a comparison of salaries in ten towns that are similar to Milton.

The time line suggests the following:  advertisement dates of January 26 for the Massachusetts Municipal Association website and January 27 and 28 for the Boston Globe; a deadline for resumes of February 5; a target date of February 20 for a determination to hold a second round of interviews with a finalist or to recommend a new Town Administrator.

The ten town salary comparison showed an average of $133,456.70 and a median of $137,535.50.

The Board agreed to forgo a dollar amount in the advertisement and stipulate a salary  as being commensurate with experience. and agreed to send notice to the Kennedy School and Suffolk University.  It also agreed that the time line is a working time line, subject to change depending on the number of resumes it receives.

Mr. Shields suggested, and the Board agreed, to add that Miltons town meeting is elected (as opposed to open) and is represented by 279 elected members.

John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to submit the agreed upon job description and approve the working time line.


3.      Mrs. McEttrick reported on the search for a new Town Planner.  The Screening Committee has narrowed down its search to three applicants and when background and reference checks are completed, the committee hopes to recommend a new Town Planner.
4.      Mr. Shields reported that Attorney Jon Witten has been retained by the Town to review the matter of Milton Hospital changing design plans of proposed additions under the auspices of the Town of Milton Building Permit #55417.

5.      The Board discussed and agreed to review Town policies.  Mr. Shields reported that the Capital Improvement Planning Committee is drafting a Capital Spending Plan and will submit a draft for the Selectmens review.  Mrs. McEttrick requested that the Board review its draft Financial Policy Statement and to also request input from department heads before the next meeting.

6.      John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to adjourn at 6:05 p.m.
