SELECTMEN’S MEETING MONDAY, MAY 8, 2006 6:00 P.M.
In attendance: James G. Mullen, Jr., John M. Shields, Marion V. McEttrick, , David A. Colton, Town Administrator, Annemarie Fagan, Assistant Town Administrator and Paula Rizzi, Executive Secretary
The meeting was convened at 6:15 p.m. in the workroom of the Main Office of the high school.
The Board discussed the change of meeting time and place for Selectmen’s meetings.
Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to modify the language of item #7 ( a vote to approve a liquor license for Fuller Housing Corporation) in the March 20, 2006 meeting minutes by striking the word “guests” in the third line and inserting the word “invitees”.
Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to approve and sign a proclamation to formally adopt the National Incident Management System (NIMS) in Milton.
John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve and sign a proclamation announcing National Public Works Week.
John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve the use of the Baron Hugo Gazebo for a concert this summer by the College All Star Jazz Ensemble.
Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously that the Selectmen be hereby authorized on behalf of the Town to enter into and to execute a Financial Assistance Agreement and a Loan Agreement with the Massachusetts Water Resources Authority (the “MWRA”) and any other agreements as may be deemed necessary in connection with the issue and sale of an interest free loan in the aggregate principal amount of a $677,180 Water Bond (the “Bond”) to MWRA;
That the Bond is authorized pursuant to Chapter 44, Section 8(5) of the General Laws, as amended and supplemented, authorized by a vote duly adopted by the Town, under Article 24 of the Warrant at the 2005 Annual Town Meeting; shall be an interest free loan in the aggregate principal amount of $677,180 dated as of its date of issue; and shall be payable $67,718 on May 15 in each of the years 2007 to 2016, inclusive.
The Board discussed the progress of Keith Mills (owner of Esprit du Vin) in converting his wine shop into a bistro style restaurant.
The Board discussed the potential conflict of the Special Town Election date being the same as the annual Milton Road Race. Chief Kevin Mearn feels that both events can be accommodated by the Police Department.
Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to place the question regarding the change in term of office for the Town Moderator on the June 13, 2006 Special Election ballot.
Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to designate Town Administrator David Colton as Chief Municipal Officer for all State and Federal emergency communications.
Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to recess until 7:30 p.m. at which time Town Meeting will convene.
Town Meeting adjourned at 11:15 p.m.
