SELECTMENS MEETING TUESDAY, AUGUST 22, 2006 7:30 P.M.
In attendance: James G. Mullen, Jr., John M. Shields, Marion V. McEttrick, David A. Colton, Town Administrator, and Paula Rizzi, Executive Secretary
1. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to approve the July 25, 2006 meeting minutes as amended.
2. In conformity with the requirements of Section 22 of Chapter 166 of the General Laws (Ter.Ed.), the Board convened a public hearing regarding a petition by Boston Edison requesting permission for a grant of location for conduit in Edge Hill Road. This work is necessary to provide electric service to Collicot Cunningham Elementary School.
John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve a petition by Boston Edison (NSTAR Electric) to construct, and a location for, such a line of conduits and manholes with the necessary wires and cables, said conduits and manholes to be located under Edge Hill Road, northwesterly, approximately 604 feet southwest of Century Lane a distance of 10 feet.
3. Ann Palmer, 42 Washington Street, Ralph Emery, 442 Central Avenue, Gloria Hicks, 5 Magnolia Road, Kate Carroll, 73 Clapp Street, Leeann Mitchell 60 Fairbanks Road, Jerry Rooney, 48 Walnut Street and Karen Goedicke, 33 Bonad Road all addressed the Board concerning the 1909 wing.
4. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to temporarily amend the Traffic Rules and Orders, Article III, Section 1, for a period of ten months (through July 1, 2007), so as to include: The installation of Do Not Enter 7:00 a.m. to 3:00 p.m. Monday - Friday signs on Central Avenue at the intersection of Thacher Street.
John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to amend the Traffic Rules and Orders, Article III, Section 1, for a period of ten months (through July 1, 2007) so as to include : The installation of Do Not Enter 7:00 a.m. to 3:00 p.m. Monday - Friday signs on Clapp Street northerly and southerly at the intersection of Central Avenue.
5. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to authorize the printing of 2,000 copies of a Fair Housing Brochure that was prepared by the Fair Housing Committee at the lowest possible bid price but no more than $2,000.
6. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve a signage request from Corcoran Brokerage for a sign and awning at 532 Adams Street in East Milton Square as recommended by the Sign Advisory Committee.
7. The Board was updated by Walter Heller and Aaron Henry on the improvements in the East Milton Square area . Topics in the overview included an update on the four year sewer program, the drainage program, the water works program and the upcoming paving programs. Mr. Henry reviewed the progress of the East Milton parking study and the proposed development of the Bay State Paper property on Truman Highway.
8. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to approve the following water and sewer rates for FY07:
Water-$23.70 minimum charge ($3.95 per 100 cubic feet) for any consumption up to 600 cubic feet per quarter; and $4.90 for each 100 cubic fee above 600 consumed.
Sewer-$28.80 minimum charge ($4.80 per 100 cubic feet) for any discharge up to 600 cubic feet per quarter; and $8.28 for each 100 cubic feet above 600 discharged.
9. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve an agreement between the Town and Weston & Sampson for a maximum price of $48,500 for all necessary services for the design of rehabilitations to over 24,000 linear feet of sewer main, and contract bidding and awarding services and to authorize the Town Administrator to sign all pertinent paperwork.
10. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to authorize Quincy Community Action Programs, Inc. to apply to the Massachusetts Department of Housing and Community Development to administer the American Dream Downpayment Initiative Program in Milton.
11. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve and sign the warrant for the 2006 State Primary that will take place on Tuesday, September 19, 2006.
12. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to appoint Joseph M. Reardon, 49 Grafton Avenue, to serve as the Towns representative to the Norfolk County Advisory Board to serve through August 2007.
13. John M. Shields moved, James G. Mullen, Jr. seconded and the Board voted (2-1, McEttrick) to appoint Barbara A. Mason, 26 Quarry Lane, Ronald D. Scott, 1710 A. Canton Avenue, Christopher Huban, 41 Magnolia Road, Bernard J. Lynch, III, 34 Milton Hill Road, John M. Shields, 142 Houston Avenue to the Capital Improvement Planning Committee to serve through August 2007.
14. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to reappoint Bernard J. Lynch, III, 34 Milton Hill Road and Jonathan Brown, 80 Webster Road, to the Broadband Monitoring Committee, to serve through May 31, 2007.
15. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to appoint Bryan Cheney, 34 Voses Lane, to the Historical Commission to serve through May 31, 2007.
16. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to appoint the following poll workers to serve through August 2007:

17. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve the appointment of Paul Bowes, 1 Kahler Avenue, as a Seasonal Employee with the Department of Public Works.
18. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to approve the request of the CelebrateMilton Working Group to display a banner at the corner of Randolph Avenue and Reedsdale Road and five sandwich signs announcing it annual community event on September 17, 2006 at the following locations: Canton Avenue at Blue Hills Parkway; Blue Hills Parkway at Blue Hill Avenue; Squantum Street at Adams Street; Central Avenue at Brook Road; Adams Street at Randolph Avenue.
19. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve the request of the Milton Girl Scouts to display a banner announcing fall open registration.
20. John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to approve the use of Town streets and ways for the annual Marine Corp Law Enforcement Foundation 10K Road Race on Sunday, September 24, 2006, contingent upon approval by the Chief of Police.
21. Mr. Colton distributed correspondence to the Board from Curry College regarding the colleges payment in lieu of taxes (PILOT) donation ($45,784.) and an opinion from Town Counsel regarding the use of the 1909 wing of the former high school
John M. Shields moved, Marion V. McEttrick seconded and the Board voted unanimously to authorize David Colton to sign a loan application form for a one time low interest school construction loan subsidized by the Massachusetts School Building Authority.
22. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to pledge support for MMAs statewide 6th grade essay contest and to authorize Mr. Mullen to sign a community leadership commitment form stating that support.
23. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously to authorize Youth Counselor Vicki McCarthy to draft a letter of intent for a Healthy Communities Planning Grant.
24. Marion V. McEttrick moved, John M. Shields seconded and the Board voted unanimously at 10:10 p.m. to adjourn.
