SELECTMEN’S MEETING, MONDAY, MARCH 28, 2005         12 NOON

In attendance: Charles J. McCarthy, Marion V. McEttrick, James G. Mullen, Jr., David Colton, Town Administrator and Paula Rizzi, Executive Secretary


The Board met with Emily Innes, Chair of the Warrant Committee who reported that the  Committee has balanced the budget.  Ms. Innes  requested that the Board reverse the order of Articles 56 (Reserve Fund) and 57 (Stabilization Fund), and also asked the Board to review the comments that are in draft format.  The Warrant Committee will be voting its recommendation on Article 54 (Citizens Petition for the establishment of a Long Range Planning Committee) this evening.

Chairman McCarthy reviewed the index changes that were previously requested and made.  The Supplemental Appropriation article for the schools was placed before the School Appropriation article and the Citizen’s Petition Article for the establishment of a Long Range Planning Committee was placed before the Citizen’s Petition Article for a Civil Rights and Liberties Resolution.

Marion V. McEttrick moved, James G. Mullen, Jr. seconded and the Board voted unanimously to approve and sign the 2005 Annual Town Meeting warrant as amended.

The Board met with Senator Brian A. Joyce who reported that Milton has been selected to receive a $989,000 Public Works Economic Development Grant (PWED) for the Adams Street corridor project which will extend Adams Street from the intersection of Canton and Randolph Avenues and High Street, as well as fund improvements along Adams Street including pavement and sidewalk reconstruction and improvements to the drainage system.

The Department of Housing and Community Development and MassHousing have awarded the Town of Milton with $29,854 in planning assistance fund towards the development opportunities in the Milton Village/Central Avenue area.

The Mass Bay Transit Authority has committed to spending $2 million to improve the safety and aesthetics of the four Milton trolley stations.

Marion V. McEttrick moved, James G. Mullen, Jr. seconded and the Board voted to approve and sign correspondence to the Conservation Commission regarding the placement and funding of signs in certain conservation areas in Town.  These signs would help the police in their enforcement efforts regarding limitations and regulations on such things as hours of use, the prohibition of motorized vehicles and the inappropriate use of the natural resources in these areas.

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to adjourn at 1:30 p.m.
