SELECTMEN’S MEETING      THURSDAY, MAY 6, 2004               6:30 P.M.


In attendance: Charles J. McCarthy, Marion V. McEttrick, James G. Mullen, Jr., David W. Owen, Town Administrator and Paula Rizzi, Executive Secretary


The Board discussed the Emergency Condemnation Order issued by the Board of Health for 120 Warren Avenue in anticipation of questions that residents might have pertaining to this property and the events that took place this week.

The Board discussed Article 51 (Amend Chapter 6, Section 34 of the General Bylaws-Alcoholic Beverages on Leased Premises).  Concern for sufficient insurance coverage within the proposed lease agreement and the term of the lease were discussed.  Chair, Charles J. McCarthy stated that this article is simply authorizing the Board of Selectmen to take future action regarding drinking and possession of alcoholic beverage on property leased by the Town.

The Board discussed Article 48 (Zoning Amendment-Home Occupation Bylaw).   Areas of concern were the percentage of floor space proposed for use by the home occupation and the need for signs.

The Board discussed Article 46 ( Accept Chapter 32, Section 90A, Accidental Disability Retirement Allowance) and Article 47 ( Accept Chapter 32, Section 90C, Superannuation Retirement Allowance).  Town Accountant David Grab is prepared to speak to Town Meeting regarding these articles.

The Board discussed Article 53 (Appropriation to Lease Parking Lot at 36 Central Avenue).  Town Administrator David Owen has a copy of the tax bill should the amount of the appropriation be questioned.

Marion V. McEttrick moved, James G. Mullen, Jr. seconded and the Board voted unanimously at 7:05 p.m. with Charles J. McCarthy voting yes, Marion V. McEttrick voting yes and James G. Mullen, Jr. voting yes to approve entering into Executive Session to discuss Collective Bargaining and to return to Open Session to attend Town Meeting.

Marion V. McEttrick moved, James G. Mullen,, Jr. seconded and the Board voted unanimously to recess until 7:30 p.m.

Meeting adjourned at 10:10 p.m.
