SELECTMEN’S MEETING             FRIDAY, MARCH 28, 2003              4:00 P.M.

In attendance: Marion V. McEttrick, James G. Mullen, Jr., Charles J. McCarthy, David W. Owen, Town Administrator and Paula Rizzi, Executive Secretary

The Board discussed the ballot question that was voted at the March 24, 2003 Board Meeting for placement on the April 29, 2003 Annual Town Election Warrant.  Chair McEttrick read an e-mail from Christine Lynch, Administrator of the School Building Assistance Bureau regarding the retention and re-use of the 1909 wing of the high school for commercial use.  Ms. Lynch feels that this would be a significant change from the original plan and would place in jeopardy the Department of Education’s approval of Milton’s application as well as it current placement on the FY ‘03 School Building Assistance Bureau’s.  Charles J. McCarthy moved, Marion V. McEttrick seconded and the Board voted 2-0-1 with Marion V. McEttrick voting yes, Charles J. McCarthy voting yes and James G. Mullen, Jr. voting no to rescind the following unanimous vote of the March 24, 2003 Board of Selectmen’s meeting: To add the following non-binding question to the Annual Town Election Warrant:

Question 1:     Retaining the 1909 Section of Milton High School

Do you favor retaining a portion of the 1909 section of Milton High School to be placed on the tax rolls and used as commercial office space with said income to be used exclusively for the operation of Milton Public Schools?

The Board discussed the idea of placing a Proposition 2 ? override referendum question on the April 29, 2003 Town Election Warrant for the purpose of making up the anticipated shortfall in the FY ‘04 operating  budgets.  
 
Charles J. McCarthy moved, James G. Mullen, Jr. seconded and the Board voted unanimously at 5:00 p.m., with Marion V. McEttrick voting yes, James G. Mullen, Jr. voting yes and Charles J. McCarthy voting yes to enter into Executive Session for the purpose of discussing collective bargaining, and to return to public session only for the purpose of adjournment.
