SELECTMEN’S MEETING     JULY 21,  2003                      5:30 P.M.    

In attendance: James G. Mullen, Jr., Chair; Marion V. McEttrick, Secretary, Charles J. McCarthy, Member;  and Annemarie Fagan, Assistant Town Administrator.

1       The Board approved the minutes from the meetings held July 10 and July 14, 2003.


2       Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to accept the donation of $400 for the purchase of a park bench by Anne F. Ware, 32 Gulliver Street, in the memory of Marion E. and James G. Mullen, Sr.

3       Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve the award of the contract for Police Uniforms and Clothing to AAA Police Supply, 940 Providence Highway, Dedham, MA.

4       A conference was held with Kevin J. Mearn, Chief of Police.  Discussed were the service reductions by the Police Department to adapt to the $153,403 shortfall in the Police Department FY04 budget and the reorganization of the Milton Police Cadet Program.  The Board may review the elimination of the  four school crossing guard positions for the 2003-2004 school year at the following locations: Canton Avenue at Gile Road, Blue Hill Avenue at Oak Street, Brook Road at Pleasant Street and Canton Avenue at School Street at a future time.  The Board also requested that the recommendation of the Chief of Police be forwarded to the Assistant Principal at the High School.  

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve and forward to the Personnel Board the recommendation of the Chief of Police to reorganize the Milton Police Cadet Program with the elimination of two cadet positions and the creation of two permanent full-time civilian dispatcher positions.

5       Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve the request of the Dedham Hot 9 Jazz Combo to use the Baron Hugo Gazebo on Wednesday, August 6, 2003 from 5:30 to 8:30 p.m. for purposes of a free public concert.

6       Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to refer the request of Quarry Hills Associates, Inc. for a One Day Liquor License for Monday, August 4, 2003 to Town Counsel.

7       Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve the request of Richard Russell, of the Pine Tree Neighborhood Association, to place a display of the Comfort for Children in Crisis 911 Bear in the foyer of the Town Office Building.    

8       Chair Mullen informed the Board that the Norfolk County Commissioner approved the request of the Board of Selectmen for the county engineering department to study traffic patterns on Rte. 28 and Thacher Street, and to provide recommendations on reducing cut-through traffic and speed on Thacher Street.

7       Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously at 6:15 p.m., with Marion V. McEttrick voting yes, Charles J. McCarthy voting yes, and James G. Mullen, Jr. voting yes,  to enter into Executive Session to discuss real estate and collective bargaining and to return to Open Session only for the purpose of adjournment.

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously at 9:30 p.m. to adjourn the meeting.
