SELECTMEN’S MEETING               MONDAY, SEPTEMBER 8, 2003              5:30 P.M.

In attendance: James G. Mullen, Jr., Marion V. McEttrick, Charles J. McCarthy, David W. Owen, Town Administrator and Paula Rizzi, Executive Secretary.

The Board approved the minutes from the August 19, 2003 meeting.
                                                
Peter Pineo of Prowse Farm in Canton met with the Board to report on the Farm City Festival 2003 that is taking place in Canton on September 13th and 14th.

In conformity with the requirements of Section 70 of Chapter 164 of the General Laws, the Board of Selectmen held a Public Hearing upon the petition of Keyspan. Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve a grant of location for Keyspan Energy Delivery to install and maintain approximately 52 feet, more or less, of 12 inch gas main in Brook Road and 11 feet, more or less, of 6 inch gas main in Brook Road, Milton from the existing 12 and 6 inch gas mains in Brook Road southerly to the proposed district regulator in Brook Road, and also to install 73 feet, more or less, of 8 inch gas main in Brook Road from the existing 16 inch gas main in Brook Road at Thompson Lane southerly to the proposed district regulator, all as per a plan entitled District Street Regulator, Brook Road and Thompson Lane, Milton, MA, General Arrangement & Details dated May 27, 2003.

In conformity with the requirements of Section 70 of Chapter 164 of the General Laws, the Board of Selectmen held a Public Hearing upon the petition of Keyspan.  Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve a grant of location for Keyspan Energy Delivery to install and maintain approximately 300 feet, more or less, of 8 inch gas main in Wharf Street from the existing 12 inch gas main in Adams Street at Wharf Street east to the Milton Landing Condominiums, as per a plan entitled Operations Engineering Design, Wharf Street, Milton, dated July 28, 2003.

In conformity with the requirements of Section 2 of Chapter 166 of the General Laws (Ter.Ed.), the Board of Selectmen held a Public Hearing upon the petition of Boston Edison Company (Nstar Electric).  Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve grants of location for Nstar Electric to construct and install conduit and manholes with the necessary wires and cables therein in the following locations: (1) Wharf Street–Northerly approximately 115 feet east of Adams Street, a distance of 45 feet–conduit; and (2) Wharf Street–Northerly approximately 200 feet east of Adams Street, a distance of 87 feet–conduit; all as per pages 1 through 7 of plans entitled Conduit Details, Neponset Wharf Condo., 44 Wharf Street, Milton dated July 8, 2003, subject to the approval of the Board of park Commissioners for the work located on Park Department land.

The Board met with Assistant DPW Director, Paul Hurley to discuss the temporary use of a portion of the Town Yard by the contractor who is doing construction on Route 28.  This contractor has brought in a portable crushing machine which runs intermittently between the hours of 8:00 a.m. and 3:00 p.m.  As a means of compensation for use of Town property, this contractor has agreed to install curbing and sidewalk in certain areas and to help the DPW by disposing of materials that are usually difficult to dispose of.

The Board met with Police Chief Kevin Mearn to discuss the first day of school.  Chief Mearn felt that overall the first day of school went very well.  Some areas that need some attention are the traffic pattern at Pierce Middle School at Brook Road and the numbers of children crossing at Glover School (Brook and Canton Avenue).   Chief Mearn will be hiring  a crossing guard to address the situation at Glover School.  The first day of school was complicated by construction on Route 28 which caused many commuters to cut through Unquity Road and cause traffic flow problems on Blue Hills Parkway.  Chief Mearn promised to address this issue with the State Police.

Also discussed was the replacement of the Meagher Avenue Bridge.  The Board was happy to learn that the bridge has been painted and the surrounding area has been refurbished with new plantings and new lighting.  Chief Mearn took this opportunity to let the Board know that the police will not tolerate any non school activity in this area and any problems will be addressed by sending notification to the parents of the students involved.   Copies of these letters will be kept on file with the Police Department.

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve the installation of a “Blind Child” sign on Bradford Road.

James G. Mullen, Jr. moved, Charles J. McCarthy seconded and the Board voted unanimously to approve the request of Police Chief Kevin Mearn to purchase new Smith & Wesson Model 99 sidearms for the officers of the Milton Police Department, along with holsters, ammunition, and training at a total cost of $38,458, the funding for which will be from the Department of Justice’s Federal Equitable Sharing Agreement Account.

The Board met with Taber Keally, the Town’s representative to the Metropolitan Area Planning Council, and John Nardozzi, former chairman of the Neponset Valley Chamber of Commerce, to discuss the Route 128 Add-a-Lane Project.  These gentlemen are seeking the support of the Selectmen for a Design-build process for the Route 128 Add-a-lane project.  This Design-build process would have a single contractor as opposed to multiple contractors through the State bid process and would save many years in construction time.  Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to support the design-build process for the Route 128 Add-a-Lane Project and to ask Town Administrator David Owen to draft and sign on its behalf a support letter for this process.

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve and sign the application to the Commonwealth’s Sewer Rate Relief Fund.

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve and sign a letter to the Legislature’s Natural Resources Committee in support of the Computer Take Back Bill (H-1533).

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve the request of the Milton Animal League, Inc. to hang a banner at the East Milton Fire Station from October 3 to October 24, 2003 in conjunction with their annual event.

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to approve and sign a letter recognizing the 40+ years of dedicated service of Branch B. Lane to the Town of Milton.

The Board received correspondence from the Massachusetts Emergency Management Agency regarding the Start-up Certification for the Milton Local Emergency Planning Committee.

The Board approved and signed a letter of appreciation to Dr. Herbert Wotiz for his twenty-four years of volunteer service to the Town.

Marion McEttrick acknowledged the Milton Cycling Program that took place in August for grades 5-8 that was sponsored by WalkBoston’s Safe Routes to Schools Program.

Marion V. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously at 7:00 p.m. with Marion V. McEttrick voting yes, Charles J. McCarthy voting yes, and James G. Mullen, Jr. voting yes to approve entering into Executive Session to discuss real estate and to return to public session only for the purpose of adjournment.  

MarionV. McEttrick moved, Charles J. McCarthy seconded and the Board voted unanimously to adjourn at 8:30 p.m.
