The fourth meeting of the Personnel Board for FY2006 was held on Tuesday, November 8, 2005  in the John A. Cronin Conference Room at 7:00 p.m.

Present:        Stephen G. Hennessy, John Pender, Ann White and Michael Reardon

Absent: Iris Kennedy

Stephen Hennessy moved, Ann White seconded and the Board voted unanimously to approve the meeting minutes for the October 11, 2005  meeting.

A conference was held with Health Agent Michael Blanchard.  Discussed was Mr. Blanchard’s request to reclassify the Public Health Nurse and Health Inspector positions.  Mr. Blanchard cited increased responsibilities of both the Pubic Health Nurse and Health Inspector due to the effects of terrorism and the threat of a pandemic flu.  Following discussion, the Board deferred for further review Mr. Blanchard’s request and requested that  revised  job descriptions be drafted for the Public Health Nurse and Health Inspector which include their additional duties.             

A conference was held with Library Director Philip McNulty.  Discussed was Mr. McNulty’s job share proposal for the part-time, 14 hours per week, Library Assistant position.  Following discussion, Stephen Hennessy moved, John Pender seconded and the Board voted unanimously to approve the job share proposal and the employment of Judith MacCurtain, 50 Sias Lane, Milton, to the part-time Library Assistant position.

In keeping with Milton General Bylaw Chapter 13, Section IV.D.5 , Ann White moved, John Pender seconded and the Board voted unanimously to  approve the employment of John Noyes, 35 Garden Street, Milton to the position of part-time van driver at the Council on Aging with the understanding that this position is a year to year grant-funded  position and not part of the Chapter 13 Classification Plan.   

Ann White moved, Michael Reardon seconded and the Board voted unanimously to approve the employment of Jay W. Beaulieu, 30 Thompson Lane, Milton to the position of part-time Local Inspector in the Building Department, Level 7, Step 1, subject to Mr. Beaulieu attaining certification as a Massachusetts Local Building Inspector within six months of employment.

Ann White moved, John Pender seconded and the Board voted unanimously to approve the employment of Salomon Rodriquez, 273 Chelsea Street #3, East Boston, MA 02128 to the position of W3, Step 1,  Maintenance Man in the Cemetery Department as requested by the Cemetery Superintendent,  with the stipulation that this appointment is in compliance with all civil service and union rules and that he successfully completes the required pre-employment medical examination.

John Pender moved, Michael Reardon seconded and the Board voted unanimously to approve the reclassification of the position of Superintendent of Wires from Level 10 to Level 7 in the Town’s Classification Plan, to change the title of the position from Superintendent of Wires to Wire Inspector, and to approve and adopt the newly revised job description for the position.  The Board approved the reclassification on the understanding that the change will have no impact on the salary paid to current Wire Inspector  as long as he holds the position. The Board felt that this reclassification was warranted due to the recent reorganization of Town Departments which shifted the responsibility of maintaining street and traffic lights to the Department of Public Works.

John Pender moved, Ann White seconded and the Board voted unanimously to approve the reclassification of the position of Assistant Superintendent of Wires from Level 7 to Level 8 in the Town’s Classification Plan, to change the title of the position from Assistant Superintendent of Wires to Manager of Street/Traffic Lights, and to approve and adopt the newly revised job description for the position.  The Board felt that this reclassification was warranted due to the recent reorganization of Town Departments which shifted the responsibility of maintaining street and traffic lights to the Department of Public Works.

Stephen Hennessy moved, John Pender seconded and the Board voted unanimously to approve and forward to the Warrant Committee the following FY07 Preliminary Salary Sheets:

        Selectmen’s Office                                      $   333,296.57
        Personnel Board                                 $     34,914.68
        Department of Public Works                              $1,793,626.88
        Police Department                                       $3,546,809.58

The Board discussed how best to proceed with any changes to the fringe benefits for Chapter 13 personnel.  The Board requested that a breakdown of benefits for union employees be provided at its December meeting.  The Board feels that benefits for Chapter 13 personnel should be in line with that of union personnel and will continue to discuss this subject at future meetings.  

The Board noted receipt of correspondence sent to Department Heads regarding a new policy to close the Town Office Building the day after Thanksgiving as voted by the Board of Selectmen at its meeting October 24, 2005.

The Board discussed correspondence received from Town Counsel with respect to the Board’s question of whether or not to include the Warrant Committee Senior Administrator Clerk  position as a “classified” position in the Classification Plan.  Following discussion Michael Reardon moved, Ann White seconded and the Board voted unanimously  to continue placing the Warrant Committee Senior Administrator Clerk as an unclassified position in the Classification Plan.

Ann White moved, John Pender seconded and the Board voted unanimously at 9:45 p.m. to adjourn.
