The third meeting of the Personnel Board for FY2006 was held on Tuesday, October 11, 2005  in the John A. Cronin Conference Room at 7:00 p.m.

Present:        Stephen G. Hennessy, John Pender, Iris Kennedy, Ann White and Michael Reardon

Iris Kennedy moved, Michael Reardon seconded and the Board voted unanimously to approve the meeting minutes for the September 13, 2005  meeting.

A conference was held with Police Chief Kevin Mearn.  Discussed were a lateral transfer request of John Ho, 99 Running Brook Road, West Roxbury, MA from the Boston Municipal Police Department to the Milton Police Department  and the reclassification request of the Administrative Assistant position.  Following discussion, the Board voted unanimously to approve the lateral transfer of John Ho from the Boston Municipal Police Department to the Milton Police Department, P1, Step 5, $897.28, effective October 14, 2005, subject to a successful background investigation,  medical examination and  with the stipulation that this promotion is in compliance with all civil service and union rules.

Stephen Hennessy moves, John Pender seconded and the Board voted unanimously, based on a preliminary review by the Consultant and department organizational changes which shifted managerial duties to this position, to approve the reclassification of the Police Department  Administrative Assistant position from a Level 6 to Level 7,  subject to the Consultant meeting with the Chief of Police to draft a new job description and title change.

A conference was held with Fire Chief  Malcolm Larson and Chair of the Board of Selectmen Marion McEttrick.  Discuss was the Fire Chief’s  request to add  four additional firefighter positions in the FY07 budget.  Following discussion, the Board felt that the question of whether or not to increase the manning levels of the Fire Department was a Board of Selectman and Warrant Committee issue not a Personnel Board issue and therefore did not take a position on the request.  Stephen Hennessy moved, John Pender seconded and the Board voted unanimously to approve and forward to the Warrant Committee the FY07 Fire Department Preliminary Salary Sheet in the amount of $3,142,988.48 which included the four new firefighter positions.

Ann White moved, John Pender seconded and the Board voted unanimously to approve the promotion of Brian Lynch from a W3(1) Maintenance man, MEO Grade 1 to a W4(1) Maintenance Craftsman as requested by the Cemetery Superintendent, with the stipulation that this promotion is in compliance with all civil service and union rules.

Ann White moved, Iris Kennedy seconded and the Board voted unanimously to approve the employment of Steven M. Mach, 110 Scadding Street, Taunton, MA to the position of Civil Engineer, Level 7, Step 1, effective October 10, 2005, as requested by the Director of Public Works/Town Engineer.

Stephen Hennessy moved, Ann White seconded and the Board voted unanimously to approve and forward to the Warrant Committee the following FY07 Preliminary Salary Sheets:

Stephen Hennessy moved, Ann White seconded and the Board voted unanimously to approve and forward to the Warrant Committee the Central Business Office preliminary salary sheet in the amount of $326,464.84 which includes the reclassification of the Business Manager Level 8 to the Business/Procurement Manager Level 9. The reclassification is subject to the Business/Procurement Manager’s successful completion of all applicable courses to secure a Massachusetts Certified Public Purchasing Official Certificate which will be completed in FY06.  

Stephen Hennessy moved, Ann White seconded and the Board voted unanimously to approve the request of the Warrant Committee to compensate the Warrant Committee Clerk at a Level 4 rate of pay, retroactive to July 1, 2005, subject to the creation of a job description with detailed job requirements and a new title.  Historically, this position has been unclassified in the Chapter 13 Classification Plan but tracked the same rate of pay as other clerks that work for volunteer boards.  Due to the recent reclassifications of these clerks from Level 3 Principal Clerks to Level 4 Senior Administrative Clerks, coupled with the complex responsibilities of the Warrant Committee Clerk, the Board felt that this request was warranted.  The question of whether or not to include this position as a “classified” position in the Classification Plan has been forwarded to Town Counsel for his opinion.

Ann White moved, John Pender seconded at 9:00 p.m. to adjourn.
