The fourth meeting of the Personnel Board for FY2004 was held on Wednesday, September 24, 2003,  in the Town Office Building at 7:30 p.m.

Present: Stephen G. Hennessy, John Pender, and Paul Lyons

Absent: Iris Kennedy and Ann White

The Board deferred approval of  the minutes of the meeting held September 10, 2003.

A conference was held with Barbara Brown, Chair, Board of Park Commissioners  to discuss the request to reclassify John Baxter from a W2(4) Maintenance Man MEO Grade 1 to a W3(4) Maintenance  Craftsman MEO Grade 2 due to  his acquisition  of a hydraulic hoisting license.   Following discussion, the Board  voted unanimously to eliminate  the W2(4) Maintenance Man MEO Grade 1 position and to create a W3(4) Maintenance Craftsman MEO Grade 2 position in the Park Department and to promote John Baxter from a W2(4) to a W3(4) on the condition that the Park Department meets with the Personnel Board prior to July 1, 2004 and furnishes a written report documenting the projects that have been completed and associated cost savings to the Town by having this work performed in house. This vote is also contingent upon the compliance of all civil service and union rules.

The Board voted unanimously to approve and forward  to the Warrant Committee the following FY05 Preliminary Salary Sheets:

The Board discussed the appointment of the Town Planner.  When reviewing the documents, the Board noticed that the supposed “requirements” for the Town Planner position set forth in the posting and the advertisement did not match the requirements and qualifications outlined in the formal job description covering the position.   The candidate in question meets the requirements set forth in the job description itself, but appears not to satisfy what were identified as “requirements” in the job posting and advertisement.  Following discussion, the Board voted unanimously  to approve the appointment of Aaron Henry, 15 Hemenway    Street, Boston, MA, to the position of Town Planner, Level 8, Step 1, effective September 29, 2003, in the Department of Public Works, on the condition that the Board receive a written opinion from Labor Counsel that the candidate’s appointment is permissible even though he does not meet the requirements and qualifications outlined in the job posting and advertisement.

The Board noted receipt of  a copy of correspondence sent to James G. Mullen, Jr., Chair of the Board of Selectmen regarding a FY04 wage adjustment for Chapter 13 employees.
