The third meeting of the Personnel Board for FY2004 was held on Wednesday, September 10, 2003,  in the Town Office Building at 7:30 p.m.

Present: Stephen G. Hennessy, John Pender, and Iris Kennedy

Absent: Paul Lyons and Ann White

The Board approved the minutes of the meeting held August 20, 2003.

A conference was held with Police Chief Kevin J. Mearn.  Discussed was the proposed reduction in benefits for the Traffic Supervisors, the Milton Police Cadet Program and creation of two (2) civilian dispatchers.  Following discussion, the Board voted unanimously to approve the proposed reduction in compensation benefits to the Traffic Supervisors as follows:
        Vacation                Ten (10) days per school year
        Holidays                Three (3) paid holidays per school year
                                (Thanksgiving, Christmas & New Year’s)
        Sick Leave              Five (5) days per school year (maximum accrual of forty-five ((45)), balance to be paid at the end of the school year)
        Longevity               Current prorated formula
        Pension         Only members currently enrolled

Several Traffic Supervisors have initiated a grievance concerning the reduction in benefits or the manner in which it was implemented.  The Personnel Board wishes to emphasize that it has not prejudged the merits of any such grievance and the Board’s vote to authorize the reduction in benefits reflects merely the conclusion that the proposed benefit package is consistent with the applicable provisions of the Town’s Bylaws.

The Board voted unanimously to approve the reorganization of  the Milton Police Cadet Program with the elimination of two (2) cadet positions and the creation of two (2) permanent full-time civilian dispatcher positions as recommended by the Chief of Police.

The Board voted unanimously to approve the temporary employment of Deborah Backman, 392 Reedsdale Road, Milton, MA, to the position of Branch Librarian, L2, Step 1, to cover a maternity leave as recommended by Philip McNulty, Library Director.

A conference was held with Fire Chief Malcolm Larson and James G. Mullen, Jr., Chair, Board of Selectmen.  Discussed was the promotion of a Firefighter to Lieutenant position.  Following discussion, the Board voted 2-1, with Stephen G. Hennessy voting yes, John Pender voting no, and Iris Kennedy voting yes, to approve the promotion of Patrick J. Connelly from the position of Firefighter to Fire Lieutenant, effective August 4, 2003, with the stipulation that all civil service and union rules have been complied with.

The Board voted unanimously  to approve and forward to the Warrant Committee the following FY05 Preliminary Salary Sheets:
