The first meeting of the Personnel Board for FY2004 was held on Thursday, July 10, 2003  in the Town Office Building at 6:30 p.m.

Present: Stephen G. Hennessy, John Pender,  Paul Lyons and Ann White.

Absent: Iris Kennedy

The Personnel Board met with the Board of Selectmen to discuss the FY03 collective bargaining agreement for the Southeastern Public Employees Association.  Stephen Hennessy, Chair of the Personnel Board, addressed the Board with concerns about Article XXVIII of the collective bargaining agreement with the new clerical union specifically  reclassification requests and how they  relate to the Chapter 13 Personnel Bylaws.  


Read and approved minutes of meeting held June 25, 2003.

The Board voted unanimously to approve the promotion of Principal Clerk, Carolyn Fritz, to the position of Senior Administrative Clerk in the Selectmen’s Office, Level 4, Step 1, $15.90 per hour, effective July 14, 2003.

The Board voted unanimously to approve the promotion of Daniel Enos, 49 Parkway Crescent, Milton, MA, to the position of Working Foreman, Public Works Maintenance Craftsman, Tree Surgeon,  MEO Grade 3, W5, Step 2, $608.12, effective July 10, 2003, with the stipulation that all civil service and union rules have been complied with.

The Board voted unanimously to approve the employment of John P. Thompson, 30 Hall Place, Quincy, MA to the position of Civil Engineer, Level 7, Step 1, $799.97, effective August 4, 2003, as recommended by the Director of Public Works.

The Board noted receipt of  a copy of correspondence sent to Jack Grant, President, Local 1116, IAFF, from the Town Administrator regarding Ratification of Agreement between Local 1116, IAFF and the Town of Milton for a Fire Prevention Officer position.  The Board requested that the Chair send a letter to the Board of Selectmen and Town Administrator requesting a meeting to discuss this new Agreement as it relates to the Chapter 13 Bylaw provision for adding new positions within the Town government, or otherwise amending the Classification Plan.

The meeting adjourned at 9:00 p.m.
