The seventh  meeting of the Personnel Board for FY2004 was held on Tuesday, December 2, 2003,  in the Town Office Building at 7:00 p.m.

Present: Stephen G. Hennessy, John Pender, and Iris Kennedy

Absent: Paul Lyons and Ann White

Stephen Hennessy,  moved, John Pender seconded and the Board voted unanimously, at 7:15 p.m., with Stephen Hennessy voting yes, John Pender voting yes, and Iris Kennedy  voting yes, to approve entering into Executive Session to discuss collective bargaining strategy with the Town Administrator,  and to return to public session.

Stephen Hennessy,  moved, John Pender seconded and the Board voted unanimously, at 8:30 p.m., with Stephen Hennessy voting yes, John Pender voting yes, and Iris Kennedy  voting yes, to return to public session.

The Board approved the minutes of the meeting held November 13, 2003.

Stephen Hennessy moved, John Pender seconded, and the Board voted unanimously  to approve the appointment of the following individuals as Substitute Traffic Supervisors in the Milton Police Department as requested by Kevin J. Mearn, Chief of Police:  

Elaine B. Freeman, 30 Curtis Road, B50, Milton, MA
Helen E. Farrell, 128 Squantum Street, Apt. 25, Quincy, MA

Stephen Hennessy moved, John Pender seconded, and the Board voted unanimously to approve the appointment of  the following individuals to the position of W2 , Step 1,  Maintenance Man, Apprentice Tree Surgeon, MEO Grade 1,  in the Department of Public Works as requested by David A. Colton, Director of Public Works,  subject to successful completion of the required pre-employment medical exam and with the stipulation that all civil service and union rules have been complied with:

Frank McKiernan, 10 Weston Street, Milton
Christopher LaRose, 7 Squantum Street, Milton
Justin R. Whitman, 9 Churchill Street, Milton
Derrick A. Jones, 120 Hillwood Avenue, Stoughton
James Donahue, 26 Old Schoolhouse Road, Plymouth

Stephen Hennessy moved, John Pender seconded, and the Board voted unanimously  to approve the appointment of Joaquin A. Rodriguez, 12 Emmons Street, East Boston, MA to the position of Cemetery Maintenance Man in the Cemetery Department as requested by Therese Desmond Sills, Cemetery Superintendent, subject to successful completion of the required pre-employment medical exam and with the stipulation that all civil service and union rules have been complied with.

Stephen Hennessy moved, John Pender seconded, and the Board voted unanimously  to approve   the reclassification of the Building Department Local Inspector from Level  4, Step 6 to Level 7, Step  1, as recommended by MMA Consulting Group, Inc.

Stephen Hennessy moved, John Pender seconded, and the Board voted unanimously  to approve  the classification of the new Local Inspector position, 19.5 hours per week, at a Level 7, Step 1, as recommended by MMA Consulting Group, Inc.

The Board noted receipt of a copy of correspondence sent to James G. Mullen, Jr, Chair, Board of Selectmen from Barbara J. Brown, Chair, Board of Park Commissioners regarding the FY04 wage increase for Chapter 13 employees.

The Board noted receipt of  a copy of correspondence sent to David W. Owen, Town Administrator from Jean Enos, Police Records Clerk regarding the result of her reclassification request.

The Board noted receipt of  a copy of correspondence sent to David W. Owen, Town Administrator from Joseph M. Reardon, Chairman, Trustees of the Milton Cemetery, regarding the FY04 wage adjustment for Chapter 13 employees.

The meeting adjourned at 9:00 p.m.
