The twelfth meeting of the Personnel Board for FY2004 was held Monday, April 5, 2004 in the John A. Cronin Conference Room at 7:00 p.m.

Present:        Stephen G. Hennessy, John Pender, Paul Lyons, Iris Kennedy and Ann White
                        
Stephen Hennessy moved, John Pender seconded and the Board voted unanimously to approve the meeting minutes for March 23, 2004.

A conference was held with Patricia Callahan, Chair; Mary Ellen Erlandson and Jeremiah Lowney, members of the Board of Health.  Discussed was the request of the Board of Health to reorganize the Health Department.  The present staffing of the Board of Health is as follows: part-time Health Agent (20 hours); full-time Public Health Nurse (37.5 hours); part-time Health Inspector (19 hours); and part-time Principal Clerk (21.5 hours).  The Board of Health feels that the responsibilities of the Health Department have changed since the events of September 11, 2001.  They feel that the needs of the Health Department would be better served if they have a full-time Agent/Director and part-time Nurse.  They would like the Agent/Director to also be a nurse.   The Board of Health would like to use a portion of the proceeds received from  federal grants  to hire independent contractors to provide inspectional services.    The Personnel Board took the matter under advisement and indicated that it was supportive of restructuring the Board of Health Department, but emphasized  its reluctance to approve the appointment of any candidate that does not meet all the Health Agent job requirements. The Board of Health will compile new job descriptions for the Health Agent, Nurse and Health Inspector for review by the Personnel Board.
