BOARD OF HEALTH
Minutes of Meeting November 9, 2015

         A meeting of the Board of Health was held on Monday, November 9, 2015, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Barbara Thissell, Director; Bonnie Hilton, Chair; Kathleen Lannon and Brian Hoell, Board Members; and Vickie Philben, Administrative Assistant.

        Mr. Hoell moved to open the Millis Board of Health meeting at 7:01 p.m.  
        It was seconded by Ms. Hilton.  It was voted 3-0 to open the meeting.                                

Administrative Business:  

Approval of Minutes:

October 19, 2015 – It was moved by Mr. Hoell and seconded by Mrs. Lannon to approve the October 19, 2015 minutes, as amended.  Mr. Hoell, Mrs. Lannon, and Ms. Hilton voted unanimously to approve the draft minutes.

Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.

  • Various Complaints Received:
  • Dmytryck property, Acorn Street – In a letter to the Health Department dated October 6, 2015, Mr. Shluzas of 84 Acorn Street states that materials are being illegally dumped on the Dmytryk property.  Ms. Thissell visited the site on the November 4, 2015 and observed no health violations.
  • 54 Walnut Street – The owner/occupant of 54 Walnut Street called the Health Department to voice health concerns due to chronic dampness in her home resulting from ice dam damage caused during the winter of 2015.  Ms. Thissell visited the property on November 4, 2015 and summarized her findings in a letter dated November 4, 2015.
  • 128 Curve Street – A neighbor residing at 120 Curve Street called the Health Department on November 4, 2015 complaining of excessive dust being generated at 128 Curve Street.  Ms. Thissell visited the site on November 5, 2015 and concurred that a stone cutting home improvement project was causing excessive dust to neighboring properties.  The stonecutters agreed to use water to minimize dust.
Other:  

  • Kitchen Millie – The owner of Kitchen Millie contacted the Health Department to discuss a food permit application.  Kitchen Millie is a bakery that mails goods to customers.  The owner proposes to use a residential kitchen to prepare the baked goods. Mr. Angelo DeLuca has been coordinating the application process.
  • GAF, Curve Street – Contaminated stockpiled materials have been removed from the GAF Curve Street facility.  A follow up report will be submitted to the Health Department in January of 2016.
  • Needham Bank – Needham Bank is celebrating an opening event on November 14, 2015.
  • 371 Village Street – The Millis Fire Department requested the Health Director inspect a possible oil release at 371 Village Street on November 2, 2015.  Ms. Thissell visited the property and contacted the Department of Environmental Protection on November 2, 2015. On November 3, 2015, the Department of Environmental Protection determined that the sheen was not an oil product.
  • Family Flu Clinic – The Family Flu Clinic on November 7, 2015 was successful.  
  • Tobacco Regulations – The updated Millis Tobacco Regulations went into effect November 1, 2015.  Ms. Sara LeRoux, Tobacco Inspector, will conduct inspections of tobacco retailers.
  • Medical Reserve Corps – The Medical Reserve Corps will meet on Wednesday, November 18, 2015 at 6:00 p.m. for CPR/Basic Life Support training.   The Regional Coordinator will take photographs and create badges for the volunteers.
  • Upcoming Meetings
  • Ms. Hilton, Mrs. Lannon and Ms. Thissell will attend the Mass Association of Health Boards (MAHB) Annual Conference on November 14, 2015.
Scheduled Public Hearings & Discussions:   

        7:15 p.m. SafeWell – Present was Jason Dobbs-Hyer; Water Quality Specialist
        
        Mr. Dobbs-Hyer provided an overview of his company, SafeWell, and expressed an interest in working with the Millis Board of Health.  Mr. Dobbs-Hoyer stated that his company inspects private water wells.  It was stated that the Board of Health has very little control over privately owned water wells after installation.  The Board stated that the Millis Board of Health cannot endorse and/or recommend any particular companies.

35/41 Bullard Lane – Present was George Sgourakes, owner of 41 Bullard Lane.   
Mr. Sgourakes requested to be placed on the Board of Health agenda for December 2015.  He also submitted a letter dated November 9, 2015, to be included in his file.

At 8:31 p.m.  Ms. Hilton moved to close the November 9, 2015 Board of Health meeting.  Mrs. Lannon seconded the motion.  The Board voted unanimously to close the hearing, 3-0.
Next Scheduled Meeting:  Monday, December 14, 2015 at 7:00 p.m. in Room 213
