Minutes of Meeting June 15, 2015

         A meeting of the Board of Health was held on Monday, June 15, 2015, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Barbara Thissell, Director; Bonnie Hilton, Chair; Kathleen Lannon and Brian Hoell, Board Members; and Vickie Philben, Administrative Assistant.

        Mrs. Lannon moved to open the Millis Board of Health meeting at 7:00 p.m.  
        It was seconded by Mr. Hoell.  It was voted 3-0 to open the meeting.                                

Administrative Business:

Approval of Minutes:

May 11, 2015 – It was moved by Mr. Hoell and seconded by Mrs. Lannon to approve the May 11, 2015 minutes as amended.  Mrs. Lannon, Ms. Hilton, and Mr. Hoell voted affirmative, 0 negative.

Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.  
The Board commended Mrs. D’Angelo who had voluntarily distributed Lyme Disease educational information outside the Annual Town Meeting held on June 8, 2015.

  • Health Agent List for FY16 – The Health Agent Certificates will be mailed this week to the following:  Barbara Thissell, Bonnie Hilton, Brian Hoell, Kathleen Lannon, Karen D’Angelo, Angelo DeLuca (food inspections), Robert Mullaney, James White, James McKay, Cheryl Labonte, Lisa Hardin, Pat Sjogren, Kathi Smith, and H. Tracy Mitchell.
Mrs. Lannon made a motion to approve of the Millis Board of Health Agents for FY16.   The Board voted unanimously 3-0.

Other:  
  •  Mr. Angelo DeLuca will be performing food inspections for the Board of Health beginning on Wednesday, June 18, 2015.  
  • The Lyme Disease Study Team composed of Mr. C. Aspinwall, Town Administrator; Ms. B. Thissell, Health Director, Mrs. K. D’Angelo, Town Nurse, Mrs. K. Lannon, Board of Health Member, Mr. M. Giampietro, Building Inspector, Mr. C. Smith, Board of Selectmen, and Ms. M. Drogosx, Health Intern, are continuing to update the Board of Health page of the Millis Website.  At this time, information regarding keeping yards free of deer is available online.  The Millis Cable will be airing an informational video on Lyme Disease for the next few months.
  • The Health Director and Town Nurse plan to schedule a meeting with the Recreation Director regarding camps.  There are two organizations, so far, planning day camps:  FAST Athletics and Metrowest Sports.  Discussions regarding the regulations and required paperwork will be scheduled also with the Camp Directors.
  • The Health Fair is scheduled on October 17, 2015, along with the Millis Flu Clinic.  At this time, The Gym (previously Gold’s Gym) and the Millis Lions Club have committed to participate.  The Gym has volunteered to test flexibility and balance.  The Millis Lions Club will test for hearing, vision and blood pressure.  The Council of Aging will be present, as well to distribute health information for seniors.  The Administrative Assistant will continue to contact health professionals who may be interested in volunteering for the Health Fair.
  • The Board of Health has purchased drawstring backpacks, “Millis Moves,” which will be provided to those who participate at the Clyde F. Brown’s Home & School Association “Run Back to School 5K” on Sunday, September 27, 2015.  Health Fair literature and exercise information will be placed inside the bags.
  • On June 9, 2015, the Board of Health requested from the Mass Health Officers Association Summer Intern Program, an intern to assist with the creation of a Board of Health Facebook page.
  • The Millis Recreation Department has scheduled a Spring Carnival from Thursday, June 25 to Sunday, June 28, 2015.  The Board of Health is coordinating the food services with Jack Fanelli, Fanelli Amusement Company.
  • Ann & Hope Spring Well – The Board of Health has received several complaints that Ann & Hope is no longer selling spring water to the general public.  This spring is privately owned by Ann & Hope.  They decided to discontinue sales of spring water in small quantities.  Instead, they have limited sales to tanker trucks.  The Town does not have control over this business decision.
Scheduled Public Hearings & Discussions:

        7:30 p.m.6 Ryan Road; request to raise chickens – Present was Kelley Scolponeti.  Ms. Scolponeti, owner of 6 Ryan Road, requested a permit to raise chickens.  The Board explained to Ms. Scolponeti that the Town is in the process of updating chicken regulations so they are consistent with the changes made at the last Town Meeting.  The Board of Health cannot provide any permits until the Attorney General approves the changes to Town regulations.  Once the regulations are updated and approved by the Attorney General, the Board of Health may issue permits for the raising of domestic fowl and rabbits.

7:45 p.m. – Tobacco 21 Discussion - Present were:  Sarah McColgan, MHOA Tobacco Control; Dr. Lester Hartman, Tobacco 21; Cheryl Sbarra, MAHB; Derek Phinney, Health Educator, Millis High/Middle School; and James White, Natick Board of Health Director and Millis resident.  The Millis Board of Health is contemplating a revision to its current tobacco regulations.  The discussion included:  updating the definition of tobacco products; raising the minimum age of legal access to tobacco products; fines for non-compliance; banning blunt wraps; packaging and fees of cigars; banning sale of flavored tobacco products; banning free distribution of tobacco products; redeeming coupons; banning tobacco products in health institutions; and electronic cigarettes.  Draft regulations were reviewed.
Ms. Hilton questioned the Town of Millis cancer rate.  Ms. Sbarra stated that it is posted on the Department of Public Health’s website which is updated every other year.  
Mr. White informed the Board that the following towns have already adopted new Tobacco Regulations:  Medway, Ashland, Hudson, Marlboro, Natick, Framingham, and Southboro.
The Board concluded that the Board of Health Tobacco Draft Regulations will be made available to the public and discussed at the Millis Board of Health Public Hearing on July 20, 2015 at 7:30 in Room 229.  It will be advertised in the local newspaper, the Millis website, and Millis Cable.  Tobacco Retailers will be notified by U.S. mail with Certificate of Mailing.

At 9:15 p.m.  Mr. Hoell moved to close the June 15, 2015 Board of Health meeting.  Ms. Hilton seconded the motion.  The Board voted unanimously to close the hearing, 3-0.
