BOARD OF HEALTH
Minutes of Meeting January 12, 2015

         A meeting of the Board of Health was held on Monday, January 12, 2015, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Barbara Thissell, Director; Kathleen Lannon, Chairwoman; Bonnie Hilton and Brian Hoell, Board Members; and Vickie Philben, Administrative Assistant. The Millis Board of Health meeting was called to order at 7:00 p.m.  

        Ms. Hilton moved to open the Millis Board of Health meeting at 7:00 p.m.  
        It was seconded by Mr. Hoell.
                                  

Administrative Business:

Approval of Minutes:

December 8, 2014 – After discussion, it was moved by Ms. Hilton and seconded by Mrs. Lannon to approve the December 8, 2014 minutes as amended.  Mrs. Lannon and Ms. Hilton voted affirmative, 0 negative.   Mr. Hoell abstained.
December 15, 2014 – It was moved by Mrs. Lannon and seconded by Ms. Hilton to approve the December 15, 2014 minutes.  Ms. Lannon and Ms. Hilton voted affirmative, 0 negative.  Mr. Hoell abstained.
        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.

  • Food Recalls – see attached.
  • Food Inspections – Ms. Thissell summarized food establishment inspections completed since December 8, 2014:
  • Budabing’s 50’s Café on December 29, 2014
  • Bob’s Family Restaurant on December 15, 2014
  • Louie’s Pizzeria on January 5, 2015
  • Temporary Food Event Permits – There were no temporary food event permits issued this month.
  • Septic Improvements – Ms. Thissell summarized ongoing septic system improvements and/or inspections completed since December 8, 2014:

  • 151 Pleasant Street on December 10, 2014
  • 7 Walnut Hill Road on January 7, 2015
  • 17 Himelfarb Street on January 8, 2015

  • Various Complaints
  • Millis Trash Bags – An unidentified resident of Millis complained that the blue Millis trash bags were too expensive.  The resident further complained further that the bags were only available at Roche Bros. It has since been determined that the bags are sold also at Tedeschi’s and can be bought individually at either location.
  • 54 Stoney Brook Village #6 – A resident of 54 Stoney Brook Village called with many concerns.  His primary concerns were air quality and an inability to control the temperature of the apartment.  Ms. Thissell stated that she has visited the apartment on several occasions.  The air quality concern stems from the apartment’s location near the building’s laundry room and boiler room.  During an on-site meeting with the tenant and building management, documentation was provided demonstrating regular boiler maintenance.  Though it was agreed that the laundry room and boiler room exhaust were not harmful, management agreed to improve the situation by cleaning dryer vents and directing boiler room fumes further from the tenant.  The resident also felt that his apartment is too warm.  Management agreed to resolve the issue.
  • Permits/Business Licenses – At this time, 114 Business Licenses for 2015 have been issued.  Thirteen businesses will be contacted for their applications.
  • FY16 Budget – The Health Department’s FY16 Budget will be presented to the Town Administrator, Financial Commission and Board of Selectmen within the coming weeks.  The Board agreed to include money to conduct a Health Fair in the spring.


Other:

        Willowbrook Manor – Ms. Annette Fernandez came to the Board of Health meeting to introduce herself to the Board as she has been managing Willowbrook Manor, a long-term facility rest home, for the past seven months.  The home currently has 36 residents.  Ms. Fernandez is interested in knowing more about the community.

        Tobacco Control – Mrs. Lannon expressed interest in involving the Millis schools regarding tobacco control and in having a presentation for the parents prior to having any for the school children.  Mr. Hoell will coordinate.
        
        Board of Health Facebook Page – Ms. Hilton suggested the Board create a Millis Board of Health Facebook page for public information regarding health issues and upcoming events.  Ms. Hilton will investigate.


Scheduled Public Hearings & Discussions:

        7:00 p.m. – 331 Village Street – Present was Peter Bethany, owner of 331 Village Street, and Chris Bethany, builder.  In December 2013, Mr. P. Bethany applied for a Building Permit to construct a garage with a bathroom at 331 Village Street.  In a letter dated December 2, 2013, the Millis Board of Health stated that the proposed garage could not be equipped with a bathroom until additional information was provided.  The garage was built without bathroom facilities.  Mr. P. Bethany now seeks permission to build the bathroom.  Ms. Thissell recommended the owner contact an engineer or a sanitarian to prepare the requested information including but not limited to an accurate existing bedroom count and an engineer’s analysis of the existing system capacity.  The Board and petitioner agreed.  

        7:30 p.m. - Discussion of and vote to take action on the Open Meeting Law Complaint received on January 7, 2015 – On January 7, 2015, Mr. Sgourakes came into the Board of Health office with a letter from the Commonwealth of Massachusetts Attorney General dated January 2, 2015 to Mr. George Sgourakes and additional correspondence regarding the Open Meeting Law.  Subsequently, Ms. Thissell spoke with Mr. Aspinwall and forwarded the paperwork to Town Counsel.   Mr. Aspinwall and Town Counsel recommended the Board respond in writing to Mr. Sgourakes.  Ms. Thissell distributed a draft letter for the Board’s review.  The Board discussed revisions.  Once revisions have been made, the draft reply will be forwarded to Town Counsel for review.  The Board’s response is due before January 27, 2015.  




 







Next Scheduled Meeting:  Monday February 9, 2015 at 7:00 p.m.



At 9:15 p.m. Mr. Hoell moved to close the January 12, 2015 Board of Health meeting.  Mrs. Lannon seconded the motion.  The Board voted unanimously to close the hearing, 3-0.
