Minutes of Meeting December 8, 2014

         A meeting of the Board of Health was held on Monday, December 8, 2014, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Barbara Thissell, Director; Kathleen Lannon, Chairwoman; Bonnie Hilton, Board Member; and Vickie Philben, Administrative Assistant. The Millis Board of Health meeting was called to order at 7:04 p.m.  

Absent was Brian Hoell.

                                 
Administrative Business:

Approval of Minutes:

November 17, 2014 – The Board moved to approve the draft November 17, 2014 meeting minutes.  It was moved by Ms. Hilton and seconded by Mrs. Lannon to approve the minutes as drafted.  Vote: 2 affirmative, 0 negative.
        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.

New Business:  

  • Food Recalls – see attached.
  • Food Inspections – The following food establishments have been inspected since November 17, 2014:  Millis House of Pizza, December 1, 2014; Bob’s Family Restaurant, and Willowbrook Manor, December 3, 2014.
  • Temporary Food Event Permits – The following temporary food permits were issued since November 17, 2014:
  • Millis Youth Basketball Association (MYBA) @ Millis High School.  December 2014 to March 2015
  • Charles River Chorale Concert – December 13, 2014.
  • Flu Clinics – As of today, there are 4 flu shots and 13 nasal mists remaining.  The nasal mists expire on December 8, 2014.
  • Septic Improvements
  • D-Box Replacement
  • 5 Holbrook Way
  • Septic Abandonment
  • 6 Alma Road
  • 12 Dover Road
  • Septic Plans to be Revised
  • 174 Pleasant Street – Ms. Thissell contacted Foresight Engineering on November 25, 2014 to revise the septic plan to eliminate a local upgrade requesting a water/sewer line crossing.  Foresight Engineering agreed to revise the plan.
  • DQ Centennial Place – Ms. Thissell informed the Board that she contacted the Engineer on December 4, 2014, and requested the grease trap plan be revised with additional information.
  • Septic Inspections – The following inspections have been done since November 17, 2014:
  • 11 Cedar Street – An Excavation inspection on October 29, 2014.
  • 28 Spencer Street – Final grading approved on December 4, 2014.
  • 29 Beech Street – Component inspection on November 24, 2014.
  • 15 Ironwood – Septic system repair is complete.
  • Various Complaints
  • 171 Plain Street – On November 26, 2014, a tenant of 171 Plain Street called the Board of Health to complain that there is no heat or hot water in her apartment.  Her family has had to shower elsewhere.  She stated that her oven has not worked for three weeks. She also stated that she contacted the landlord many times and has also contacted the Police Department.  Mrs. Lannon spoke with the tenant on November 26, 2014 and was told by the tenant that there was heat and hot water. The Health Director contacted the owner and met at the apartment and found the apartment heated.  The owner agreed to repair the oven as quickly as possible.
  • 2 Spencer Street – On November 17, 2014, a caller complained that the dumpster at Bob’s Rubbish, 2 Spencer Street, is overflowing and is not barricaded.  The Director inspected the area.  The area did not appear to pose a health risk.  However, the Director contacted the property owner to inform him of the complaint.
  • FY16 Budget – Ms. Thissell informed the Board that she will be updating the Board of Health budget for FY16.  Ms. Hilton suggested that the budget include money for items such as volunteer support.  
  • Social Media/Risk Communication – Region 4a will hold a training on “Social Media/Risk Communication” on Tuesday, December 16, 2014.
  • Correspondence – The correspondence distributed to the Board is listed below.
  • Permits/Business Licenses
  • At this time, 31 Business Licenses have been issued, 14 are in process, and approximately 100 Business License applications have not been received yet.
  • A grease trap permit had been issued to Jopa Realty, 979 Main Street, Millis.
  • A Demolition Permit for 857 Main Street (previously Shell Station) by the Building Department was signed by the Health Director.
Other:

        Deer Management Program – The Board of Selectmen invited the Board of Health to attend their meeting on December 15, 2014.  The discussion will be the feasibility of starting a deer management program in Millis in an effort to reduce deer tick related illness.  Mrs. Lannon discussed health issues related to Lyme disease.  Mrs. Lannon and Ms. Hilton stated that they will attend the Selectmen’s Meeting.

        Tobacco Control – Mrs. Lannon distributed information regarding tobacco regulations from the Metrowest Tobacco Coalition meeting she attended.  The Board will review the pamphlets and continue the discussion at the next Board of Health meeting on January 12, 2015.

Next Meeting:  Monday January 12, 2015 at 7:00 p.m.

At 8:14 p.m. Ms. Hilton moved to close the December 8, 2014 Board of Health meeting.  Mrs. Lannon seconded the motion.  The Board voted unanimously to close the hearing, 2-0.
