Minutes of Meeting November 17, 2014

         A meeting of the Board of Health was held on Monday, November 17, 2014, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Barbara Thissell, Director; Kathleen Lannon, Chairwoman; Brian Hoell and Bonnie Hilton, Board Members; and Vickie Philben, Administrative Assistant. The Millis Board of Health meeting was called to order at 7:00 p.m.  


                                  
Administrative Business:

Approval of Minutes:

October 20, 2014 – The Board moved to approve the draft October 20, 2014 meeting minutes.  Vote: 2 affirmative, 0 negative, 1 abstain.  Kathleen Lannon and Brian Hoell approve.
        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.

  • Food Recalls – see attached.
  • Food Inspections – The following food establishments have been inspected since October 20, 2014:  Willowbrook Manor on October 29, 2014, Hissho Sushi on October 29, 2014, and McDonald’s on November 10, 2014.

  • Flu Clinics – October 25 – 181 flu shots, 2 flu mists, and 6 pneumococcal shots were given.    November 1 – 82 flu shots, 41 flu mists and 1 pneumococcal shot were given.  There are 30 flu shots and 55 flu mists remaining as of November 13, 2014.  A walk-in flu clinic took place on November 13, 2014. The number of inoculations given during the walk-in clinic was unknown at the time of the meeting.

  • Various Complaints
  • Subway – Anonymous complaint regarding an employee with cold symptoms.  Owner was advised about the complaint.
  • Roche Bros Salad Bar – A patron complained of feeling poorly after eating food at the salad bar in Roche Bros.  The Town Nurse will contact the complainant.  Ms. Thissell will discuss concern with Roche Bros.
  • Bob’s Rubbish – A caller complained that the dumpster has overflowed and is not barricaded.  Ms. Thissell contacted owner.
  • Stoneybrook Apartments – A woman called and stated that she and her cats are sick.  She stated that she believes that there is a problem with her apartment.  Ms. Thissell called and was told that the resident had taken her cat to the vet and that there was not a problem with her apartment.  
  • Water Fluoridation Report – The Water Fluoridation Report for     was acceptable for October 2014.
  • Ridge Street 11/8/14 – The Board of Health was informed that there was a sudden death in a residential home.  The Millis Fire Department responded.
  • MUNIS 2015 – The Business License applications for 2015 have been mailed.  Mrs. Philben and Ms. Morin have been working together to ensure accurate information in the MUNIS system.  


Other:


  • McDonald’s – Ms. Thissell conducted a food inspection with Mrs. Kelly, Food Inspector, at McDonald’s and was informed that there had been a fire in September. The fire, which was caused by the fryolator, was extinguished by the McDonald’s personnel.  Ms. Thissell contacted the Fire Chief and found that the Fire Department had not been informed. The new owner of McDonald’s was informed that the Board of Health and Fire Department must be informed in the event of a fire and when new equipment is installed.  The owner apologized for the oversight and stated that the Town would be informed when new equipment is installed.  Ms. Thissell requested updated documents regarding the Allergen Certificate, ServeSafe Certificate, Choking, and Grease Trap form.
  • 174 Pleasant Street – In July 2014, the Board of Health recommended that Foresight Engineer redesign a plan to eliminate a local upgrade requesting a water/sewer line crossing.  In November 2014, the engineer reiterated his need for the waiver.  Ms. Thissell stated that the engineer has not proven a need for a local upgrade.  Ms. Thissell will contact the design engineer.
  • Grease Trap Application – An external in-ground grease trap application was submitted for Centennial Place (Dairy Queen).
  • Board of Health website – Mrs. Lannon requested that the Board of Health employees learn how to edit the Board of Health web page.  It was agreed to start training in the upcoming year.
  • Strategic Plan of Events – Ms. Hilton suggested that the Board develop a strategic plan of Town-wide health related goals.  Among the topics to be considered are coordination with the Council of Aging, revising regulations, and recycling.
  • Tobacco Regulations – Mrs. Lannon requested updated information from Metrowest Tobacco Control Coalition.  She inquired about the ‘stings’ that recently took place.  Mrs. Philben will contact MS. Pierre, Tobacco Coalition, for the information.
  • Vacation – Mrs. Philben reminded the Board that she has scheduled vacations from December 22-26, 2014 and April 6-10, 2015.


Scheduled Public Hearings & Discussions:  none

At 8:23 p.m. Mr. Brian Hoell moved to close the November 17, 2014 Board of Health meeting.  Ms. Hilton seconded the motion.  The Board voted unanimously to close the hearing. 3-0.
