Minutes of Meeting September 8, 2014

         A meeting of the Board of Health was held on Monday, September 8, 2014, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Kathleen Lannon, Chairwoman; Bonnie Hilton and Brian Hoell, Board Members; and Vickie Philben, Administrative Assistant. The Millis Board of Health meeting was called to order at 7:03 p.m.

Administrative Business:

Approval of Minutes:

August 18, 2014 – The Board approved the Board of Health minutes for August 18, 2014 with revisions.
        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.

New Business:  


  • Food Recalls – see attached.
  • Food Inspections – Roche Bros. and Millis Public Schools were inspected.
  • Flu Clinic Schedule – The flu clinics are scheduled on Saturday, October 25, 2014, for those ages 50 or older, or those with a chronic illness, and Saturday, November 1, 2014 for children aged 8 and over.  The flu clinic will be announced to all Millis residents through ‘reverse 911’, as well as flyers throughout the Town.  
The Public Health Nurse advocated for Board of Health to purchase quadrivalent vaccination.  Trivalent vaccine is less expensive, has been available longer, and at present, the CDC has not recommended that quadrivalent vaccine be utilized exclusively.  The Board decided to order trivalent vaccine and reassess the issue before next year’s flu clinic.

                
  • Flu Revolving Fund Discussion – Last year, instead of increasing the fund limit to $6,000.00 a year as requested, a new flu revolving account was added.  This will be corrected at the November 2014 Town Meeting.  The fund currently has $16,000.00.  The Board decided to use this money for needle disposal costs for the rest of the fiscal year and to reevaluate at the time of next year’s budget proposal.
  • Tobacco Coalition – Ms. Bianca Pierre, Tobacco Coalition Coordinator, was unable to attend this meeting, however will plan to attend the next Board of Health meeting on October 20, 2014.
  • Personnel Policy – A copy of the Personnel Policy, dated August 8, 2014, was distributed to the Board Members and employees.
  • Septic Reviews
  • 11 Walnut Hill – On September 8, 2014 a Title 5 was received from Holliston Sewer that showed the septic system ‘conditionally passed’ on May 27, 2014.  Mr. Trufant, PL Trufant & Sons, applied for a D-Box repair.  Ms. Thissell will schedule an inspection upon completion.
  • 13 Evergreen Terrace – The owner of 13 Evergreen Terrace is applying for a Builders Permit to update the basement prior to occupancy.  The septic system is designed for four bedrooms.  The Board requested more additional information regarding number of rooms in the house from the applicant.

  • Various Complaints
  • 60 Curve Street – The Board of Health received a complaint regarding uncovered dirt on the premises at GAF.  Mrs. Lannon contacted the LSP (Licensed Site Professional), Larry McTiernan of Rioux Associates, concerning the issue.  The dirt piles are now covered and will be checked periodically by Rioux Associates.
  • 374-376 Village Street – The Board received a complaint of trash piled up around a clothing collection bin.  The property owner was contacted.  The bin and trash has been removed.
  • 240 Village Street – A complainant called the Board of Health office regarding trash in the back yard of 240 Village Street (for more than a year).  Follow up will be scheduled.
  • 28 Spencer Street – The owner of 26 Spencer Street emailed the Board of Health with a concern about water runoff onto her property as a result of a septic system upgrade at 28 Spencer Street.  Ms. Thissell is scheduled to inspect the site on Wednesday, September 10, 2014.
  • Permits/Licenses Issued – see attached.

Other:

  • Residential Pool Permits – The Board Members agreed to inspect the following addresses for residential pool permits:  2 Sherman Road, 177 Spring Street, and 56 Island Road.  
  • 3 J William Heights – There was a pool installed at 3 J William Heights without a Board of Health permit or fee.  The Administrative Assistant will follow up with the owner.

        8:00 p.m. Public Health Director Interview #2

Two applicants for the Board of Health Director position that responded to interview calls from the Selectmen’s office were interviewed.  The Board decided to recommend Barbara Thissell for the position.
