Minutes of Meeting August 18, 2014

         A meeting of the Board of Health was held on Monday, August 18, 2014, at the Veterans Memorial Building, Room #213, Millis, Massachusetts.  Present were Kathleen Lannon, Chairwoman; Bonnie Hilton and Brian Hoell, Board Members; and Vickie Philben, Administrative Assistant. The Millis Board of Health meeting was called to order at 7:00 p.m.

Administrative Business:

Approval of Minutes:

July 14, 2014 – The Board approved the Board of Health minutes for July 14, 2014 with revisions.
        Nurse’s Report:  The monthly report of the Public Health Nurse was reviewed.   


Old Business:  


  • 35 Bullard Lane – A manure management plan was received on July 28, 2014 from Traci Topalis, owner of 35 Bullard Lane.  As Ms. Topalis indicated at the previous meeting, the manure and bedding will be stored in a dumpster trailer.  She said she will re-test her well water as requested by the Board of Health prior to occupancy.

New Business:  


  • Food Recalls – see attached.
  • Food Inspections – No food inspections were done by the food consultant in July.  The Board requested that the public schools be inspected prior to opening, if possible.

  • Water E-Coli Results update – Two routine water samples were reported positive for e-coli on July 15, 2014. However, the testing lab reported that the samples had been contaminated at the lab due to incomplete filter cleaning.  Repeat testing was negative.
  • Septic Systems
  • 174 Pleasant Street:  septic system - The septic system upgrade plan provided to the Board of Health showed the septic system line crossing the water line.  The Board of Health asked if this could be changed.  No new plan has been received.
  • 28 Baltimore Street:  groundwater level – The groundwater evaluation was done on the septic system field with Barbara Thissell on August 6, 2014.  A passing Title 5 report has been received.  
  • 5 Baltimore Street:  pump test -   The pump test for the septic system upgrade was observed by Ms. Thissell on August 6, 2014, therefore she signed the Certificate of Compliance.
  • Inspections to be scheduled by Ms. Thissell:
  • 256 Pleasant Street:  D-Box repair
  • 28 Spencer Street:  final grade (septic system upgrade)
  • 45 Village Street:  septic system upgrade ready for final inspection.
  • Housing Issues:
  • 23 Pleasant Street – The previous Health Director contacted Ms. Santos, owner of 23 Pleasant Street, regarding a complaint about the pool and pool fence which needs repair.  Ms. Santos also expressed interest in applying for a sewer connection.  At this time, an application for a sewer connection has not been received.
  • 35 Irving Street: plumbing issue – On July 21, 2014, a tenant of 35 Irving Street called to complain that there is a plumbing issue as a result of a broken drain pipe which caused the ceiling on the first floor to leak.  On July 22, 2014, the Health Director was informed that the plumbing had been repaired.
  • 247 Union Street:  wellness follow-up – On July 7, 2014 the Health Director became aware that the home on 247 Union Street appeared as though it hadn’t been cared for in many years, according to a Police Incident Report dated July 6, 2014.  The ceiling plaster is falling, the living room walls are moldy, and the plumbing didn’t appear to be working properly.  The Health Director contacted Council of Aging on July 8, 2014 and was informed that the owner is in the hospital and his nephew will clean up the house.  At this time, the house is still abandoned.
  • 1049 Main Street – A Building Permit was signed for 1049 Main Street for a kitchen addition.  The property is on sewer.
  • Public Health:
  • Bat Issues:
  • 174 Ridge Street – On Monday, August 4, 2014, the Animal Control Officer called to inform the Board of Health that there was a bat found in the basement of 174 Ridge Street.  Kerri Barton, State Lab Epidemiology, recommended that the family did not need post-exposure shots even though the bat tested positive for rabies.  The Public Health Nurse followed up with the residents.
  • 13 Walnut Hill – A dead bat was found in the recycling bin at 13 Walnut Hill Road on August 10, 2014.  The epidemiologist reported that the family was not in need of post-exposure shots, as the bat appeared dead for a while.  The Public Health Nurse followed up.
  • Beaver Permit:
  • 101 Orchard Street – A beaver permit has been requested by the owner of 101 Orchard Street.  Mrs. Lannon went to the site and requested approval from the Conservation Commission to breach the dam.
  • Camps – The Health Director mailed letters to Glen Ellen Country Club and FAST Athletics regarding separate fees of each camp session rather than one fee.  The fees have been collected.  The Board of Health is reviewing how to coordinate this next year.
  • Tobacco Coalition – Bianca Pierre, Tobacco Coalition Coordinator, was unable to attend this meeting as she was on vacation.  A notice regarding the Tobacco Compliance results were received from Mr. White for the Board to review.
  • Pneumococcal Vaccine – The Town Nurse requested to purchase one vial of pneumococcal vaccine for $413.90.  The Board agreed to purchase it using the Board of Health vaccine revolving fund monies.
  • Health Director Interviews – The Board requested letters be sent to the applicants who applied for the Health Director position to inform them that interviews will begin in September.
  • Health Agents – The Board requested to add Barbara Thissell and Brian Hoell as Health Agents for FY15.


  • Reports Received:
  • 6 Milliston Road:  RTN 2-0019242 – On July 29, 2014, the Board of Health received information from the Department of Environmental Protection regarding a hydraulic oil spill at 6 Milliston Road on July 1, 2014 from a ruptured hydraulic line on a trash compactor.
  • 60 Curve Street – The Board of Health received the RAM (Release Abatement Measure) Status Report from Roux Associates for 60 Curve Street on July 24, 2014.
